- Description
- The Centers for Disease Control and Prevention (CDC) Office of Acquisitions Services is issuing this Sources Sought Notice on behalf of the National Institute of Occupational Safety and Health (NIOSH) Health Effects Laboratory Division (HELD) DISCLAIMER: The intent of this notice is to conduct market research to identify potential sources capable of providing the supplies identified in this announcement for informational and planning purposes only. This is not a Request for Quote (RFQ). It does not constitute a solicitation and shall not be construed as a commitment by the U.S. Government to issue an RFQ in the future. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. The Government will not pay for or reimburse vendors for any information received or costs incurred in preparing a response to this market survey. Therefore, any costs associated with a submission are solely at the interested vendors expense. The Government is not liable for costs associated with this announcement. Any information or response prepared and submitted by a respondent to this sources sought notice is strictly VOLUNTARY. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research. ACQUISITION REQUIREMENT: NIOSH HELD has a requirement to obtain a Cartesian Robotic Arm System that utilizes dry line technology. ACQUISITION BACKGROUND: Nano-enabled applications are revolutionizing a wide array of industries, including manufacturing and construction. One nano application that is transforming the construction sector is the use of carbon-based nanomaterials as an additive in concrete. Addition of carbon nanomaterials provides overall cost reduction, noticeable improvement in the mechanical performance and increased durability of the concrete. NIOSH HELDs research project aims to evaluate if the addition of nanomaterials, which are known to cause pulmonary hazard, can further exacerbate the toxicity in construction workers when handling these novel composites. NIOSH HELD aims to build a robotic arm that simulates a worker performing industrial grinding and evaluate the dust released. In a cartesian robotic system there are lots of linear actions which can move a grinder by sliding a pay load in X, Y, Z directions to simulate the motions of an industrial grinder worker. Most robotic factories use stainless steel roller bearings. These bearings are not only expensive but also need maintenance and regular lubricating, which presents issues in a concrete abrasive grinding particles environment. NIOSH HELD requires a Cartesian robot arm that uses dryline technology. Dryline technology uses base polymer for wear resistance, with fiber filaments for reinforcement and solid lubricants to reduce friction. The lack of messy oil and grease due to dryline technology means dust and dirt particles are never adhered to or released into a working environment from the robotic arm. This permits for a clean evaluation of the dust released from the concrete handling. Dryline technology prevents aerosol contamination from lubricants to mix with the concrete particulate generated from occupational material handling. HELD requires dryline technology to ensure the concrete particulate generated is distinguishable to allow researchers to identify the hazard component of the overall dust generated during its occupational material handling studies. Dry line technology can be used in very abrasive environments like grinding concrete with precision and can also withstand a load of up to 8lbs. Dryline technology can perform a sweeping motion up to an 8x15 inch area, which simulates a human industrial grinder worker. APPLICABLE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS): 333998, Industrial Robots Manufacturing SUBMISSION DETAILS: The Government requests that interested parties submit the following information: Name and address of company, with Commercial and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) number. Any interested company must be registered with Central Contractor Registration (CCR). Company Point of Contact Name, Department, phone number, and email address. Address whether your company is a small business under the applicable NAICS code, including small business type(s)/certification(s) applicable to the NAICS code of this announcement. Please identify your product offering that is capable of meeting the Governments requirements. Please identify whether your product offering is a domestic end product as defined in Federal Acquisition Regulation subpart 25.003. Your response to this Sources Sought Notice shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF), via email to the Contracting Officer, Serina Allingham, at xog9@cdc.gov no later than 5:00 p.m. Eastern Standard Time on Tuesday, June 18, 2024. Reference this Sources Sought Notice in the e-mail subject line and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL OR PERSONALLY IDENTIFIABLE INFORMATION. All data received in response to this notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Since this is a sources sought announcement, no feedback or evaluations will be provided to the respondents. Providing a response to this notice neither qualifies respondents for, nor excludes respondents from, responding to any resulting Request for Proposal (RFP), if any.
