- Presolicitation Notice Presolicitation Notice Page 5 of 5 Air Ambulance Broker - Notice of Future Solicitation Background The Veterans Health Administration (VHA) provides Air Ambulance Services for authorized VHA beneficiaries across the United States. Currently, these services are provided through a variety of contracted and non-contracted means; Under 38 USC 111, VA can pay a vendor for special mode transportation provided to eligible veterans. On February 16, 2023, VA issued an amendment to 38 CFR Part 70 Subpart A (referred to as AP89 ) with an effective date of February 16, 2025. The amended rule establishes a new rate structure for special mode transportation services. As pertinent to this acquisition, for transport by air ambulance, the rule requires that in the absence of a contract, VA will pay to the ambulance provider the lesser of the actual charge of the transport or the amount determined by the Medicare Part B Ambulance Fee Schedule established by the Centers for Medicare and Medicaid Service (CMS). To ensure continued air ambulance support for our Veterans, the VA seeks to deploy a national solution that includes one (1) to five (5) contract awards to small business air ambulance brokers with access to extensive air ambulance operator networks. Next Steps VA will soon release the Request for Proposal (RFP) for one (1) to five (5) Air Ambulance brokers. Interested offerors are encouraged to begin notionally building networks now. It is important that mature small businesses lay the foundation for successful responses as early as possible. To be considered, offerors must be fully mission capable, with expertise (capability and experience) in all areas. IDIQ Overview Anticipated RFP number: 3626024R0088 Please note that there is currently no solicitation. No responses or questions will be accepted at this time. VA will post a draft RFP then an official RFP to SAM.gov when the solicitation is available. Anticipated Acquisition Strategy/ Socio-economic: 100% Small Business set-aside on open market to establish multiple award IDIQ contract. Under this 100% Set-aside only small businesses under the NAICS 481211 will be eligible to propose. All offerors must also be registered in SAM to be eligible. Anticipated Dates/Process: RFP release, Q&A, proposal submission, evaluations and awards June 2024- Feb 2025. ******END OF PRE-SOLICITATION NOTICE******
