- Description
- The Bureau of Land Management in Burns OR intends to sole source contract with the Burns Paiute Tribe to provide Cultural Resource Inventory of 1,755 acres of West Castle Rock Unit 2 and House Treatment Areas of the Northwest Malheur County Greater Sage-Grouse Habitat Restoration Project, Harney and Malheur Counties within Oregon. THIS ANNOUNCEMENT CONSTITUTES THE ONLY NOTICE; QUOTATIONS ARE NOT BEING REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested parties may identify their interest and capabilities in response to this notice by submitting their capabilities to provide these services in writing, by email to Gina Merwin at gmerwin@blm.gov, 2:00 p.m., July 25, 2024. All responses received by the closing date of this notice will be considered by the Government. The West Castle Rock Unit 2, and House treatment units are located south, west, and north of the Castle Rock landform, respectively, approximately 85 miles northwest of Vale. The Burns Paiute Tribe has recognized Castle Rock and its viewshed as a traditional cultural property encompassing sacred sites and other critically important cultural sites (Burns Paiute Tribe Resolution 2013-01). The BLM has also recognized that the Burns Paiute Tribe has a special cultural connection to the area by designating it as an Area of Critical Environmental Concern (ACEC) in the 2002 Southeastern Oregon Resource Management Plan (SEORMP Record of Decision pp. 74-75). In the Project Environmental Assessment, the Castle Rock area is identified as being highly important for the practice of Burns Paiute cultural traditions and the need to work in continuous consultation and partnership with the Tribe. Additionally, portions of West Castle Rock Unit 2 and House Seeding units are located within the Area of Tribal Interest (ATI) established by the Memorandum of Agreement between the Bureau of Land Management, Vale District and the Burns Paiute Tribe Regarding the Northwest Malheur County Greater Sage-Grouse Habitat Traditional Property of the Burns Paiute Tribe (MOA) (2021).
