This is a pre-solicitation announcement only. Solicitation documents will be available on or about July 9, 2024. The solicitation will contain all necessary proposal instructions. Proposals will only be requested and accepted from Vendors that are verified and registered in the System for Award Management (SAM) and be verified in the Small Business Administration s (SBA) Veteran Small Business Certification (VetCert) as a Service- Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. *Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have current online Representations and certification Application on file with SAM.gov. Service-Disabled Veteran-Owned Small Businesses must have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in on the SBA s, Veteran Small Business Certification (VetCert) at https://veterans.certify.sba.gov/#home per VAAR 819.7003. The applicable North American Industry Classification System (NAICS) Code is 238290 Other Building Equipment Contractors, and the small business size standard is $22.0M. PSC Code is Z1DA, Maintenance Of Hospitals and Infirmaries. In accordance with FAR 36.204 Disclosure of the magnitude of this construction project is anticipated between $2,000,000 and $5,000,000. Questions regarding this pre-solicitation must be sent in writing to Rosario Chaidez, Contract Specialist, NCO 21 at email: Rosario.chaidez1@va.gov Department of Veterans Affairs Network Contracting Office 21 (NCO 21) will be issuing a request for proposal for a general construction contractor to Modernize Elevators P1, P2, S3 and S4 Building 1, Project No. 570-24-801 at the Fresno VA Medical Center identified in the statement of work located at 2615 East Clinton Avenue, Fresno, CA 93703. Work must include, but not limited to the following: The Contractor must furnish and provide materials, labor, tools, equipment, transportation, supervision, project management, administrative support, and specialized expertise for the Fresno VA Medical Center to Modernize Elevators P1, P2, S3, and S4 in Building 1, as per the Statement of Work. Vendor s must demonstrate the ability to meet all requirements. The SOW, specifications, drawings, and attachments and all details will be published when the Solicitation is posted. The Period of Performance (POP) for this project is estimated to be around or about 395 calendar days or more from the Notice to Proceed (NTP).
