The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � INL�s Office of Africa and the Middle East (AME) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions. � INL/AME and INL personnel in Embassy Abidjan administer U.S. government assistance to Cote d�Ivoire to develop its criminal justice sector, reform its security sector, and disrupt transnational organized crime.� The purpose of this Personal Services Contract is to fill the new position of INL Coordinator. The Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/AME to develop and manage programming activities. �The Coordinator will liaise with other U.S. agencies and partner governments active in the criminal justice sector (law enforcement, rule of law, and administration of justice, corrections), as well as with host government contacts. �The Coordinator will monitor INL programming, analyzing its effectiveness and suggesting improvements. �The INL Coordinator will present these approaches to INL/AME for discussion and approval. �The Coordinator will seek approval from the US Embassy Abidjan Chief of the Political/Economic Section (POL/ECON Chief) and INL/AME for any decisions which may not be performed independently by the PSC, including discretionary exercise of government authority and final approval on policy formulation, program planning, representation, control of money, property, or other valuable resources.� DUTIES & RESPONSIBILITIES Under the direct supervision of the US Embassy Abidjan Chief of the Political/Economic Section (POL/ECON) Chief or his/her designee, the Coordinator will perform the following duties: 1.�� �Identifies opportunities for effective criminal justice sector programs in Cote d�Ivoire, including law enforcement support, prosecutorial reform, transnational organized crime, rule of law, counternarcotics, anti-corruption, maritime security, anti-money laundering, and countering the financing of terrorism, as appropriate. �This also may include opportunities to engage with other countries in the region to share best practices or learn from each other. �This may also include working with international partners, the coordinators and interagency working groups formed under the Coastal West Africa Global Fragility Act, interagency partners in Abidjan and the region, and other essential stakeholders. The Coordinator will draw on subject matter expertise in criminal justice sector reform and program management involving U.S. government assistance in developing countries. �The Coordinator will also be responsible for managing these programs.� 2.�� �Represents INL interests at the International Counterterrorism Academy (AILCT � French acronym for l'acad�mie internationale de lutte contre le terrorisme) in close coordination with Embassy Abidjan and INL/AME, as well as the United Nations Institute for Training and Research (UNITAR) and other stakeholders to advance regional trainings at the academy. � 3.�� �Represents INL regional interests in Coastal West Africa, the Sahel, and elsewhere to help oversee and design bilateral and regional programming as needed. �Coordinates and liaises stakeholder, trainee, and trainers from other countries to travel to Cote d�Ivoire and the region to advance regional training and collaboration efforts. �Helps support INL programming as needed in other regional countries where INL lacks an American program coordinator. 4.�� �Serves as liaison for travel to accommodate delegations from Cote d�Ivoire to other locations in the region and internationally, as well as delegations and individuals traveling from State Department, the interagency, and other USG agencies, and branches of government to Cote d�Ivoire relevant for the INL program. �In this role, the Coordinator, with assistance from LES and other staff at Embassy Abidjan, is responsible for setting travel agendas and itineraries, setting up meetings and consultations, assisting with logistics and ground transportation, arranging interpreters, prepare and provide input on BCLs, scenarios, and required documents as needed, and perform other tasks as needed. � 5.�� �Assesses Cote d�Ivoire institutional capacity and advises INL/AME regarding the performance of Cote d�Ivoire entities and INL implementing partners to recommend future law enforcement and criminal justice programming in Cote d�Ivoire. � 6.�� �Coordinates with Cote d�Ivoire officials and draws on subject matter expertise to develop institutions that contribute to a more just society, including the police, the judiciary, the corrections system, and civil society. �Generates support for and actively advances U.S. policy objectives with key host government officials, influential organizations, the media, and leaders in the private sector. � 7.�� �Liaises with and assists the various Cote d�Ivoire criminal justice sector entities in developing viable capacity-building projects. �Acts as liaison between these entities and components of the U.S. Mission. � 8.�� �Develops and maintains professional and social relationships with host government criminal justice sector officials to ensure close, cooperative working relationships. � 9.�� �Assists in the preparation of required reporting such as the annual budget request for International Narcotics Control and Law Enforcement (INCLE) funds and the Mission Resource Request. �Coordinates annual reporting requirements for INL (e.g., the INCSR parts I and II, the End-Use Monitoring Report, etc.). �Helps administer and monitor the expenditure of funds provided to implementers. �Prepares program documentation and procurement requirements for criminal justice assistance projects. �Helps prepare regular reporting, including monthly status reports, to INL/AME. � 10.�� �Analyzes and reports on law enforcement and justice sector developments in Cote d�Ivoire, ensuring that the USG is fully informed on the capabilities, capacity, performance, and opportunities regarding all elements of each country�s criminal justice sector. � 11.�� �Briefs Department, Congressional, and other international dignitaries orally and in writing on the INL-funded programs in Cote d�Ivoire. �Prepares documents for presentation to the U.S. Congress. �Develops appropriate itinerary and accommodates official travelers, as necessary. � 12.�� �Ensures effective coordination of INL assistance to the government of Cote d�Ivoire. � 13.�� �Establishes and maintains appropriate internal management control systems. �Ensures that INL programs are not subject to waste, fraud, or mismanagement. �Helps manage and monitor the use of all U.S.-provided commodities intended for justice sector purposes. � 14.�� �Provides analysis and guidance in project budget preparation and program planning. 15.�� �Conducts field surveys, evaluations, and special studies, as directed. 16.�� �Maintains security awareness and properly handles classified and controlled items and information. � 17.�� �When required, performs the role of Duty Officer. 18.�� �Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � 4.�� �Consultations with the INL/AME, as required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of work is in U.S. Embassy Abidjan, Cote d�Ivoire. �The Coordinator is expected to travel frequently within Cote d�Ivoire, in the region, as well as potentially internationally. � �� � RELATIONSHIPS The Coordinator will report to the POL/ECON Chief at Embassy Abidjan or his/her designee and liaise and coordinate with INL/AME staff in Washington, DC. � The Coordinator will provide general administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/AME to develop and manage programs and related issues. �The Coordinator will liaise with other agencies/governments active in the fields of rule of law and administration of justice, and with host government contacts. �The Coordinator will monitor INL programs in Cote d�Ivoire, analyzing their effectiveness and suggesting improvements, presenting these approaches to post and INL/AME for discussion and final approval. The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the POL/ECON Chief or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The POL/ECON Chief will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves complex planning, organizing, and completing financial and organizational analysis, as well as working with a variety of interlocutors within Cote d�Ivoire, regionally, and other foreign donors and international partners. �Due to the high visibility and political sensitivity of the issues in which INL is involved, it can be difficult identifying the true nature of the issues, then determining the scope and depth of studies/actions to be undertaken. �The PSC is expected to address difficult scenarios after separating the substantive nature of the programs or issues into their components, while discerning the intent of policy actions and statements. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Cote d�Ivoire, many of which are regional in nature which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) 2.�� �Bachelor�s degree from an accredited institution AND a minimum of ten (10) years related experience in the fields of law enforcement and/or anti-money laundering, or a high school degree with a minimum of fifteen (15) years of related experience. 3.�� �A minimum of five (5) years of experience abroad managing bilateral or multilateral criminal justice and security assistance programs. 4.�� � Demonstrated ability to read and speak French at the professionally proficient level.� 5.�� �Demonstrated experience developing and managing long-term rule of law and/or law enforcement programs, including assessment, monitoring, and evaluation; 6.�� �Demonstrated experience drafting related reports/documents, annual budgets, and strategic plan submissions; 7.�� �Demonstrated experience planning, strategizing, implementing, and reporting on projects; � 8.�� �Demonstrated experience drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials; and 9.�� �Demonstrated experience coordinating and working closely with the Department of Defense, United Nations and/or international community on security sector development programs. 10.�� �Demonstrated experience working with host-nation counterparts, departments, and ministries to further program objectives. Factor 2:�� �Program Experience�� ��� ��� ��� ��� ��� � (15 points) Demonstrated experience in preparing budgets, Advance Acquisition Plans (AAP), Statements of Work (SOW), procurement orders, purchase requests, and sole-source justification waiver requests. Factor 3:�� �Management & Communication Experience�� � � �� � (40 points)� Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain, and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials.� BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 15 Factor #2 � 15 Factor #3 � 40 Total Possible � 70 points Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($99,700 - $146,413 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
