- BOILER REPLACEMENT PROJECT PROJECT #: 528A5-20-502 Solicitation Number: 36C24224R0032 Please confirm that all exterior UG natural gas shall be PE piping until it transitions to above ground. VAMC Response: All underground gas piping (excluding service connections to buildings) shall be PE. Refer to Specification section 23 11 23 paragraph 2.10. Please confirm what new mechanical equipment is to be used for temporary heating and cooling. VAMC Response: The new rooftop RTU units 1,2&3 may be used for temporary heating and cooling once they are installed. New unit heaters, as well as the existing makeup air units may also be used once, they are installed and piped. Manufacturer s warranty for any equipment shall begin after final acceptance, use of this equipment shall not affect the manufacturer s warranty start date. Please confirm what the number of working days to get submittals and RFI s to and from the VA is to be. VAMC Response: Per specification section 01 33 23 paragraph 1.10 VA review period is a maximum of 15 working days for submittals and a maximum of 10 working days for RFI s. Please confirm whether the VA/EOR is to provide a BIM model of the design for coordination purposes. VAMC Response: EOR can provide a design model for reference at the beginning of the project, but the coordination model is created and administrated by the contractor. Please confirm that the NYS Plumbing, Mechanical and Fuel Gas Codes are in force for this Project per 22 05 11 1.5 B 4, 23 05 10 1.5 B 4, 23 05 11 1.5 B 4 and 23 21 11 1.5 C VAMC Response: The VA is generally not beholden to local or state codes except where required to coordinate or receive utilities, services, etc., with local jurisdictions or utility companies. The contractor shall plan to perform the project based on the codes listed within the specs and drawings. This can vary, for example the VA follows the International Plumbing Code for plumbing, but NFPA 54 for Fuel Gas. Where two codes are listed the more stringent requirement is to be used of the two (as stated in the spec sections referenced). Is HDPE an acceptable alternate material in lieu of steel pipe & fittings with Coal Tar Enamel coating per spec 231123-5, 2.1, B, 1. Please advise? VAMC Response: Service connection to buildings shall be black steel pipe with coal tar enamel coating per spec. Are traditional piping portals or piping boots supplied by the Roofer an acceptable alternate to the copper flashing defined in 22 05 11 2.12 K. Please advise? VAMC Response: A traditional pipe flashing with a rubber boot is an acceptable alternative. Please confirm that the IFC design fully accommodates the Contractor to meet the requirements of 22 05 11 3.1 C and Q2 as this is not a contractor coordination responsibility. VAMC Response: The IFC design should accommodate the contractor to meet these requirements. The contractor is required to provide coordination/shop drawings. If there is an issue with accessibility to a specific device, valve, or equipment, the contractor may relocate or provide justification for its location. Can trap guards be utilized in lieu of piped trap primers listed in specification section 22 13 00, 2.8. Trap Guards are generally used as industry standard in lieu of Trap Primers. Please advise? VAMC Response: Trap guards are acceptable. Please confirm the percentage of Systems (equipment) that are required to be commissioned per specification section 01 91 00. VAMC Response: There are not large numbers of the same type of equipment therefor 100% of the equipment shall be commissioned. Quality Assurance section of 232213 states that we are to comply with provisions in ASME B 31.9 for steam and condensate heating piping. But the Execution section references B 31.1. Please confirm that all welding is to be per B31.9 requirements and no NDE will be required on these piping systems. VAMC Response: ASME B31.9 is the correct reference for steam and condensate heating piping. No NDE is expected. Specification section 233100 2.1 references various duct materials but no duct construction schedule has been provided. Please provide a Schedule for all ductwork systems on the Project. VAMC Response: The duct construction schedule is: RTU-1,2&3: SA duct +2"" WC, RA duct -1"" WC. Locker room & utility room exhaust duct: - 1"" WC. Generator ventilation ductwork +1"" WC. Per SMACNA standards all ductwork that operates at 2 WC and less does not require duct leakage testing. Specification section 233100, 3.2, B States that all ductwork requires duct leakage testing. Please confirm that duct leakage testing can be eliminated on duct that operates at 2 WC and less. VAMC Response: Duct leakage testing can be eliminated on ductwork, as referenced in the SMACNA standards for ductwork operating at less than 3"" WC. Per specification section 235239,3.3 we are to test all safety devices in accordance with the VHA Boiler Plant Safety Devices Testing Manual and all construction documents. The VHA Boiler Safety Devices Testing Manual (current version) has not been included with the construction documents. Please provide the VHA Boiler Safety Devices Testing Manual (current version) for review and adherence to. VAMC Response: Refer to Attachment A_VHA Boiler and Associated Plant Safety Device Testing Manual 8th Edition. This is also available in the TIL. Is Specification section 25 10 10 to be included as part of the temperature controls contractor scope of work? Or is this to be a separate subcontractor? VAMC Response: Remove specification section 25 10 10 from the scope. Per SMACNA any FD, or FSD that are NOT shown on the Contract Drawings are not included in the Contractors scope of work. If any FD or FSD not shown on the Contract Drawings are to be included in this contract they will need to be located on the documents. Please confirm we are not responsible for locating/inferring these devices if not shown and are to be address by the engineer of record. VAMC Response: FD/FSD's are not required. Per General note #1 on drawing M-001 we are to adhere to the VA Steam, Heating Hot Water and Outside Distribution System Manual (latest edition), but no such manual was issued with the bid. Please provide the VA Steam, Heating Hot Water and Outside Distribution System Manual (latest edition) for review and adherence to. VAMC Response: Disregard the note. This is a design manual, not a construction manual. Are Swagelok fittings an acceptable make for the Feedwater sampling and chemical feed piping on this project? Specification 232111, 2.12, B calls for Stainless steel type 316 welding fittings, but no manufacture was listed. Please advise. VAMC Response: Yes, appropriately rated Swagelok fittings are acceptable for stainless tubing. The specific types and sizes will be evaluated during the submittal phase. Expansion joints, Guides and Anchors are not specified in the Boiler Plant Piping specification. Please confirm that no expansion joint, guide or anchor is required on any piping system outlined in this specification. VAMC Response: There are no expansion joints required. Pipe flexibility inside the plant should be provided by the pipe routing or expansion loops. Requirements for pipe supports are in 232111 2.29. Devices must comply with specified MSS SP-58 type numbers. Per specification 232111 Stress analyses on the boiler plant piping systems is to be part of the design and to also be required after the systems are built. Please confirm that this stress analysis is to be completed and provided by the engineer of record. VAMC Response: The contractor is required to provide stress analysis along with the shop drawings, and then an updated stress analysis with the as-built drawings. Based on the documentation requested above and the current local market project volume. We formally request a 2-week extension for this project. VAMC Response: The bid date will not be extended. Specification section 25 10 10 1.10, Maintenance and Service, requires the Prime to provide a one (1) year preventive maintenance plan/service as part of the new Advanced Utility Metering System. Who is the current power monitoring and control system vendor responsible for the preventative maintenance on the existing system? VAMC Response: Remove specification section 25 10 10 from the scope. Specification section 25 10 10 outlines mechanical meter requirements (e.g., type, accuracy, turndown, etc.), however specification section 23 09 11 also outlines mechanical meter requirements. The two specifications are not aligned. Which specification section shall the Prime and Boiler Manufacturer follow? VAMC Response: Remove specification section 25 10 10 from the scope. Please provide as-builts of the existing Advanced Utility Metering system as outlined in specification section 25 10 10. It appears, if this specification section is applicable, that the Prime shall integrate with the existing system on campus. Please provide product data on the existing remote terminal units as well (manufacturer, wiring diagrams, etc.). VAMC Response: Remove division 25 from the scope. The existing system shall be demolished with the existing boiler plant. In general, on the recent VHA Boiler Plant we have both bid and constructed, the Government typically removes DIV. 25. Many VA s no longer keep up with these systems. VAMC Response: Remove division 25 from the scope. Per 23 09 11, paragraph 2.5 (Pg 37/69) there is one desktop computer and one, 19 monitor for the SCADA computer. However, per drawing E-201, an equipment rack w/ server is shown and a desk with client desktops and two, 60 monitors and 8 desktop monitors. What is specified in 23 09 11 and what is shown in drawing E-201, E-401, and EI701 are not even close to agreement, and totally contradict. Drawing E-401 is a plan view of the same equipment in the control room, and this drawing confirms what is shown in E-201. VAMC Response: Refer to attachment B for updated 230911 paragraph 2.5. See attached for 4160V Generator and CP-5 points list. Note that the CP-5 points list that contains equipment that has been previously removed and would no longer need to be monitored. For the 480V switchgear, the SCADA system should monitor the status of each breaker within the switchgear and incoming and generator Voltage, Current, kW, kVA, PF, and kWH. The security system is stand alone; however, provisions should be added to the operator stations to monitor cameras throughout and surrounding the boiler plant. The monitored points for the other equipment are shown on the PID Drawings. There appears to be some confusion amongst the trades as it was stated at the pre-bid site visit that an amendment would be released that indicates the project requires a new generator in lieu of relocating the existing generator. Is that change not going to occur during the bid phase? We have not seen the revised drawings and revised specifications. VAMC Response: Bid work as shown on the current contract plans to relocate the existing generator. Any potential changes to the generator will be handled post award.
