Description
INTRODUCTION The Transportation Security Administration (TSA) is conducting market research to determine interest, capability, and socio-economic category of potential sources for Firing Range Services to support the a Field Office within the Office of Law Enforcement at TSA. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) whether they are small businesses; HUBZone; service-disabled veteran-owned, woman-owned, 8(a), etc.; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. �Note: If you are submitting a capabilities statement and your firm does not own/operate the proposed range facilities, your capabilities statement must address how your firm will meet performance requirements/Limitations on Subcontracting. �See Federal Acquisition Clauses 52.219-3, 52.219-14, 52.219-27, or 52.219-29 for information concerning performance requirements/limitations. BACKGROUND The use of commercial or Governmental firing ranges are required to allow agency personnel to train and qualify on various weapons used in the performance of their duties. SCOPE The requirements for an acceptable range are included in the DRAFT REQUIREMENTS section below. The intent of the acquisition is for the rental/usage of existing ranges meeting all specifications outlined in the DRAFT REQUIREMENTS. RESPONSE INFORMATION In order for the TSA to improve its understanding of market capabilities and identify qualified vendors that are capable of providing the required services, a Contractor's Capabilities Statement is requested. This statement must identify your company's capabilities to meet the requirements identified in the attached DRAFT Statement of Work (SOW), Full Company Name, UEI Number, Tax Id Number, Company Point of Contact, mailing address and phone number, Current Business Size (i.e., small business, 8(a), woman owned, veteran owned, etc.), and what experience you have providing similar and/or same services. If you intend to use a subcontractor the range location must also be provided. The capabilities statement shall not exceed four (4) pages in length and shall be in either PDF or MS Word Format.� Telephone responses will not be accepted. Future information about this acquisition, including issuance of a solicitation and/or applicable amendments, will be issued through Contract Opportunities (www.SAM.gov). Interested parties are responsible for ensuring they have the most up-to-date information regarding this acquisition. This Sources Sought Notice is issued solely for informational and planning purposes only and is not a solicitation. A Government requirement for this service is being developed, and a contract may or may not result. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Draft Requirements Draft Statement of Work Boston Firing Range Services Requirements: The proposed range shall meet the following requirements to qualify for consideration: 1)�� �The location of the range must be: within an area of no more than 60?mile radius of 70 Everett Avenue, Chelsea, MA 02150; and a)�� �accessible via primary travel on a major thoroughfare. 2)�� �DHS will have priority of use / scheduling so long as 30?day advance notice is provided. 3)�� �Training by DHS personnel cannot be recorded or photographed without prior consent from DHS. 4)�� �Range must accommodate the full Surface Danger Zone (SDZ), Vertical Danger Zone (VDZ) and ricochet danger for the types of ammunition being used. 5)�� �The range must be available on a daily basis Monday through Friday and also include the ability to schedule on weekends and holidays. � 6)�� �DHS personnel will use the range an average of 2 days per week, 8 hours each day, totaling 832 hours a year (i.e. 52 weeks X 2 days a week = 104 days X 8 hours a day = 832 hours). 7)�� �Approximately 18,000+ rounds of ammunition are anticipated to be fired each month. 8)�� �The facility must offer an indoor range for primary use due to local winter temperatures and inclement weather (approximately October � May). a)�� �Range must be able to accommodate low light / no light fire during daylight hours on all scheduled days. b)�� �The indoor range temperature must be maintained in accordance with American Society of Heating, Refrigerating and Air?Conditioning Engineers (ASHRAE) Standard 55?2013 while occupied. The range shall possess suitable heating / cooling systems and approved ventilation system in conformance with existing OSHA standards (see applicable OSHA standards above). 9)�� �If the facility also offers an outdoor range, it may be utilized during fair weather months (approximately June?September). a)�� �Outdoor firing positions will be covered and water directed away from the firing line to allow for all weather use. b)�� �Outdoor range must have a structure to provide shade and rain protection for up 25 persons and sufficient drainage. c)�� �The range must have electrical outlets at the structure site. 10)�� �The designated range area must be closed to the public and public observation during the corresponding hours of DHS use. 11)�� �All ranges must be configured to: a)�� �possess a minimum of 10 firing positions with distinct shooting positions for the 1.5, 3, 7, 15 and 25?yard lines. b)�� �Firing line(s) will be clearly marked and continue for the full length of the firing position. c)�� �possess target carriers to hold targets or remote controlled turning targets compatible with various target sizes. d)�� �accommodate the use of portable steel targets. e)�� �accommodate all handgun calibers including no lead frangible ammunition for steel targets. f)�� �At least one range option will accommodate rifle ammunition and be at least 50 yards. Must also permit rifle to handgun transitions during live fire drills and qualification. 12)�� �Range rules must not disallow students from: a)�� �Drawing and firing from the holster. b)�� �Turning and then drawing and firing from the holster. c)�� �Multiple shot and rapid?fire drills. d)�� �Shooting while moving forward, rearward and laterally when instructed and monitored by a qualified firearms instructor, (i.e., tactical move and shoot style drills). e)�� �Shooting from the standing, kneeling and prone positions. f)�� �Moving between firing points or positional transition shooting (i.e. standing to kneeling transitions, bounding). g)�� �Shooting from behind barricades with adequate tactical standoff distances. � 13)�� �Range facilities shall provide: a)�� �Emergency egress plans and fire protection in compliance with local, state, and federal regulations and will not require exiting downrange from the primary firing line. b)�� �Roads and parking will be accessible by passenger vehicle, light or medium trucks, and vans. c)�� �Parking for up to 25 vehicles d)�� �A securable storage area solely for DHS use and accessible only to DHS employees. Minimum dimensions 40� x 8� x 8� (Example: Conex 40?foot shipping container) i)�� �Capacity and suitable security to store a minimum of 350,000 rounds of ammunition, a minimum of 2,500 cardboard targets, shelving for paper targets, standing safe, and two (2) sets of three (3) aircraft seat configurations, as well as portable steel targets and storage containers. e)�� �Movable / removable barricades for use at the 15 and 25 yard lines. i)�� �Any barricades, barricade holders or covering supports on the range shall be constructed of a material that does not deflect/ricochet rounds that inadvertently strike it. (Example: wood) f)�� �A designated weapons cleaning / maintenance area which will be covered overhead or enclosed. If enclosed, temperature must be maintained in accordance with ASHRAE Standard 55?2013 while occupied. i)�� �Weapons cleaning area will be large enough to accommodate cleaning tables/benches and cleaning materials. ii)�� �The designated area must be closed to the public during the corresponding hours of DHS use. g)�� �Availability of sweeping equipment and collection containers, or equivalent, for all expended casings. h)�� �Weapon cleaning materials such as rods, bore brushes, patch tools, solvent, patches, oil etc. in the caliber(s) utilized by DHS personnel. i)�� �Classroom / conference room facility suitable for up to 25 persons, with a marker board or equivalent. i)�� �The designated area must be closed to the public during the corresponding hours of DHS use. j)�� �High speed internet access through a Wi?Fi connection for use by DHS personnel. 14)�� �The range must have male/female washroom/restroom facilities with running water in proximity. 15)�� �Signal for cellular phone service must be adequate or if signal cannot be obtained a landline must be installed for emergency calling. 16)�� �Disposal of all contaminants associated with live fire, including bullet trap / ventilation filter etc. will comply with local, state and federal regulations and is the responsibility of the contracted range. 17)�� �Electrical outlets and wiring will meet applicable federal, state, and local codes. �
