- 26 June 2024 Request for Information (RFI) for Engineering Services Support for the Army�s Gateway Mission Router (GMR) Program THIS IS A RFI ONLY.� This Sources Sought (SS)/Request for Information (RFI) is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Army Contracting Command � Redstone Arsenal (ACC-RSA), intends to execute a follow-on contract to the sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract W58RGZ-19-D-0109 with V2X (Formerly Raytheon Company). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Purpose: The Product Manager (PdM) Integrated Visual Augmentation System (IVAS) intends to execute this follow-on engineering services IDIQ contract to continue support of the Gateway Mission Router (GMR) product line formerly managed by the PdM Air Warrior (AW) in Huntsville, AL.� The GMR product line began the transition from PdM AW to PdM IVAS in April 2023 as application of the GMR product in the tactical ground vehicle community surpassed employment in the aviation community for which it was initially implemented. The GMR has evolved into the common soldier interface for the family of Soldier Situational Awareness (SA) products/devices including, but not limited to IVAS, Nett Warrior (NW), Nett Warrior-Aviation (NW-A), and the Enhanced Night Vision Goggle-Binocular (ENVG-B) programs that span multiple Program Management Offices (PMOs) within the PEO Soldier portfolio.� �Likewise, the GMR is a candidate for similar vehicle/platform applications within PEO Command, Control, and Communications Tactical (C3T), PEO Missiles and Space, and PEO Aviation for which services under this pending contract may also be provided.� The USG is seeking to identify interested contractors capable of providing Engineering Services for the application of GMR features/capabilities originally employed to bridge the dismounted soldier data architecture with those of host vehicle/platform data architectures in which they are intended to operate. The support includes technical system, network, and platform integration support; GMR software (SW) updates and maintenance; development of relevant technical documentation and data; and the hardware repair and return to service of failed GMR units originally manufactured and delivered under the companion GMR production IDIQ contract (W58RGZ-24-D-0067). �In addition, the contractor shall maintain programs and capabilities to track reliability, manage hardware obsolescence, perform engineering studies, including the implementation of applicable Engineering Change Proposals, as is necessary to maintain the configuration management of the GMR product line. In the performance of these duties, the contractor may also develop Tactical Assault Kit (TAK) plug-ins and/or other software applications intended to be hosted on the family of PEO Soldier Situational Awareness devices that is intended to work with or complement features implemented in the core GMR software product.� The contractor shall have a mature and established software development program, including the ability to develop software IAW Radio Technical Commission for Aeronautics (RTCA) DO-178C Software Considerations in Airborne Systems Equipment and Certification requirements for software intended to satisfy up to Design Assurance Level (DAL) C applications.� To be eligible for award the contractor must be able to demonstrate an established and mature Software Development and systems engineering program, to include evidence of compliance with the principles of the Software Engineering Institute (SEI) Capability Maturity Model (CMM) Level standards.� Access to classified hardware and software may be required in the performance of this contract. Background:� Collectively PEO Soldier has procured and fielded more than 3,500 GMRs of various configurations in air and ground vehicle applications since 2006.� In June 2024, a new production IDIQ contract was executed resulting from coordination and collaboration between PdM AW and PdM IVAS for the latest version of the GMR family of products commonly referred to as the GMR1000 (including two ground and one air variant) resulting in the need for this follow-on postproduction support and engineering services contract.� In addition, PdM IVAS is currently working with and continues to receive interest from multiple Government agencies with needs for similar hardware and software capabilities further expanding the potential use of this contract external to the PEO Soldier organization. The original contract for the GMR was a separate competitive award to the Raytheon Company (later divested to V2X) resulting in qualification to include software for fielding.� V2X is the current sole source provider for the post-production support of the GMR and its associated software. Submissions can be through written correspondence and/or electronic mail.� Responses should be no more than ten pages and include, at a minimum: Name and address of the interested company or organization; Contact information for the primary POC; A brief description of the potential offeror�s company/organization; A description of the potential offeror�s relevant experience in providing similar services and a plan for establishing a contractual relationship with the GMR Original Equipment Manufacturer (OEM) in the performance of the required activities; Describe the offeror�s software development and engineering programs, including applicable compliance with CMMI principles/requirements for software development and systems engineering.
