- Description
- This is a PRE-SOLICITATION NOTICE for the construction of the RESTORE Florida Connecting Coastal Waters Money Bayou in Gulf County, Florida. �THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) plans to solicit and award a contract for the construction of the RESTORE Florida Connecting Coastal Waters Money Bayou in Gulf County, Florida. The proposed project will be a competitive, firm-fixed price contract procured in accordance with FAR 14 - Sealed Bidding. This requirement will be a 100% set aside for HUBZone small business concerns in accordance with FAR Subpart 19.13.� The estimated construction cost of this project is between $500K and $1 Million. The North American Industrial Classification System (NAICS) Code for this procurement is 237990, Other Heavy & Civil Engineering Construction. The small business size standard for this NAICS code is $45 Million. Project Description: This environmental restoration project involves the construction of low water crossings within the boundaries of the St. Joe Bay State Buffer Preserve.� A low water crossing is a low section of road and/or trail intended to allow water to flow across the road and/or trail during periods of high rainfall.� The road and/or trail consists of a variety of non-bituminous aggregate to facilitate off road vehicles driving through the St. Joe Bay State Buffer Preserve. This environmental restoration project consists of the excavation of approximately three thousand, four hundred and thirty-four (3,434) cubic yards of in-situ soil, the supply and placement of approximately nine thousand, three hundred and twenty-four (9,324) square yards of geotextile fabric, and the supply and placement of approximately five thousand, five hundred and seventy-one (5,571) tons of varying size of coarse aggregate and rock in the construction of twenty-three (23) low water crossings in the St. Joe Bay State Buffer Preserve.� This environmental restoration project also includes surveying, and erosion control measures.� The estimated period of performance for the completion of the project is 365 calendar days from award and receipt of the notice to proceed for the contract.� To be eligible for award, the resultant solicitation will require the Offeror to provide the following: Documentation that it is a firm residing, headquartered or principally engaged as a business in the State of Florida, or a Gulf Coast state, in accordance with the Gulf Coast Ecosystem Restoration Council-Interagency Agreement governing performance under the resultant contract. Certification that the firm will perform services representing at least twenty percent (20%) of the total labor costs under the contract with its own employees. List of proposed equipment that will be used on the project. The awardee will be required to perform with the same or technically equivalent equipment post-award. Anticipated solicitation issuance date is on or about July 18, 2024 and the estimated proposal due date will be on or about August 21, 2024.� The official solicitation number 1305M324B0002 will be issued under SAM.gov.
