- Due to unexpected and mandated seismic upgrades of the dry dock, TRF was unable to execute planned vessel maintenance, Unrestricted Operations (URO) inspections and preservation for several vessels resulting in an unusually compressed dry dock schedule. TRF was unable to prepare this work requirement any earlier due to the uncertainty of the dry dock upgrade completion date and the need for NAVSEA to determine vessel maintenance priority. This short turnaround did not allow for the normal C/101 planning time necessary to create the work requirement package and to deliver to C/400 contracting to support the established acquisition timeline. As the ship will be entering dry dock with a compressed period of performance and this particular preservation work (#3B MBT and 2 Exterior Hull areas with a total of all 3 spaces is 27,888 SQ FT) was not accomplished in previous availabilities, it is imperative that #3B MBT and 2 Exterior Hull areas be blasted and preserved including scaffolding to complete the preservation requirements to maintain the coating duration plan. Given the shortened period of performance, the amount of work scheduled to be accomplished during this avail is un-executable without contractor assistance. Using full and open competition for this requirement would result in unacceptable delays and serious injury to the Government. It is imperative that the contract is awarded as soon as possible to provide the awarded contractor enough time to successfully accomplish the requirements and return the vessel to mission ready status. Delays in the completion of this work and other required work on this vessel will overflow to the overall availability of the submarine to be mission ready and return to the fleet on schedule in full operational status. In addition, any delays in the repair schedule could cascade into the next vessel. These delays would cause a detriment to the readiness of the United States Naval Fleet and that reduction of readiness is a serious threat to the overall National Security of the United States. Awarding this contract through limited competition provides an expeditious path forward and minimizes the impact to mission schedules throughout the United States Naval fleet.
