- SPECIAL NOTICE 145025-24-0079SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Plymouth Marine Laboratory of Plymouth, Devon of the United Kingdom for nonpersonal services to continue the basic continuum of the progress already made on the Finite Volume Community Ocean Model (FVCOM-FABM-ERSEM) implementation of Lake Erie with a services to develop the advanced ecosystem models linked to FVCOM to support management of harmful algal blooms and hypoxia to be performed in Plymouth, Devon of the United Kingdom. ***The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) is that Plymouth Marine Laboratory will utilize the modules they have already created for the FVCOM-FABM-ERSEM implementation of Lake Erie that fulfils via simulations the required characteristics (consistent with empirical data) of 1) harmful algal bloom biomass and microcystin toxin concentrations produced by Microcystis 2) phytoplankton competition and zooplankton selective grazing in the Lake. Simulations will be mass conserving and free of numerical instabilities. In performing the tasks, they will utilize the modules already created, and apply it to the ongoing specific requirements. No other vendor would be able to do this without transferring already delivered models from Plymouth Marine Laboratory explaining the variances and differences contained within, thus duplicating efforts. The previously established baseline would be lost in using a different facility. Period of performance from 12/1/2024 through 11/25/2024. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
