Notice of Intent to Sole Source NOTICE OF INTENT TO AWARD SOLE SOURCE FOR Quivira NWR, 2 Son Tek-IQ waterflow metering equipment and accessories to YSI INCORPORATED THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to: YSI INCORPORATED 26717 Network Place, Chicago, IL 60673 The North American Industry Classification System (NAICS) code for this requirement is 334511, search, detection, navigation, guidance, aeronautical, and nautical system, and instrument manufacturing. The object of this sole source award to YSI INCORPORATED is to install new meters that will allow for near-real time monitoring of diversions, onsite and remote data storage, and reduced maintenance needs. The new equipment is able to indicate when there is a problem with a meter and what to check. Solar panel charging and battery capacity will reduce maintenance visits and required staff time. Cable assembly will provide easier and more cost-effective options to address issues related to wildlife damage. Published reports by the U.S. Geological Survey (USGS) and Bureau of Reclamation (BOR) (provided to the Stafford County Water Commissioner) independently verified the accuracy and capabilities of the chosen meter. The Teledyne ISCO meters do not innately have the capability to send signals to a datalogger that broadcasts GOES satellite telemetry and hence continuation of using the existing meters or buying the same models as replacements was not considered further. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
