- The purpose of Amendment 0002 to RFQ 36C25924Q0547 is to answer vendor questions, update SOW and to extend the due date to allow more time to provide quotes. Quote Due Date Extension: The due date for quotes is hereby extended to 16:00 MT Friday August 02, 2024 and are due to Natasha Holland at natasha.holland@va.gov. Vendor questions: Q1. Please be clear with onsite requirements. The norm is to conduct preventative maintenance and weight testing once a year and if repairs are needed between the yearly schedule PM they will be independently. The onsite lift PMs will be conducted in one mobilization. A1. Scheduled preventive maintenance is to be conducted on all assets referenced between the dates of May 15th and July 15th. This work will be conducted in one mobilization. Unscheduled maintenance is not required in this contract. The slashed portion above can be removed. Q2. Please explain non-emergent maintenance A2. The contractor shall perform remedial, non-emergent maintenance during PM service. This line refers to the requirement that vendors shall remediate any deficiencies found during the PM before the PM is considered complete at no additional cost to the government. Q3. How do you want the parts priced? Allowance? Change orders? You cannot estimate all the parts for a PM quote. A3. The proposed price should cover the labor, equipment, and parts needed for all work and repairs needed to complete a preventative maintenance. The price will be firm-fixed, whether the parts required are more or less than the price paid. Q4. 6.0.6.1 states The contractor shall furnish the Government with a written estimate of the costs to make the necessary repairs. A4. This section is referencing services that are outside the scope of the contract, and outlining the steps to be taken if these events occur. The requirement to provide a cost estimate is in the event work outside of the scope is performed/needed. Q5. Please clarify how w parts are handled on this contract. A5. All parts needed to complete the PM shall be included in the PM cost listed in the contract. No additional fees for parts used/replaced during the PM shall be charged to the government. Q6. 2.1.13 The price of all parts used to perform scheduled preventative maintenance shall be included in the coverage. There are no parts to perform the Lift PM only the weight cart and hand tools. A6. This requirement states that the government will not pay for the cost of weight carts nor hand tools. Q7 There is no way of knowing what parts are worn or broken until the PM is conducted. Some parts are 5 dollars some are 500 dollars so estimating parts is not feasible. Normal practice is to have an allowance or change order require parts. A7. While we understand that each PM will be unique, the intention is to pay a single, full-coverage price to avoid issues with funding appropriation. Any allowance needed should be built into your full coverage contract price. This has been standard practice for our lift maintenance contract for years. Q8. Question ..the industry standard for changing batteries on ceiling lifts is every two years ..the SOW calls for every year. Will you change this to every two years? A8. Currently, the process is to replace the batteries as needed, the SOW has been updated to reflect that.
