Description
STATEMENT OF WORK (SOW) 1. Contract Title. Installation of Mobile Lactation Pod - Lactation Suite inside and between building 143 and building 86 (second floor) at breezeway area against the inside wall on flat landing. The installation will require a power source capable of a 20 amp circuit. Consulted with the Walla Walla Facility Management Service (FMS) to confirm the power source availability. 2. Background. Establishing and maintaining compliance with Public Law (P.L. 111-148), H.R. 866, Fairness for Breastfeeding mothers Act of 2019, dated July 25, 2019, the United States Office of Personnel Management: Guide for Establishing a Federal Nursing Mother s Program dated January 2013, and the Department of Veterans Affairs Memorandum dated August 19, 2022 from the Office of Healthcare Engineering (19HEFE). This contract will improve facility efforts to meet the needs of Veterans and VA employees who are lactating by providing an accessible, clean, and safe space for expressing milk. 3. Scope. Installation of a Mobile Lactation Suite in the specified area. 4. Specific Tasks. This contract is for transportation of equipment from warehouse to specified area and installation. 5. Performance Monitoring (if applicable). Undamaged delivery and installation per manufacturing instructions of equipment to specified area no later than September 30, 2024 during business hours. 6. Security Requirements. N/A The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). N/A 8. Other Pertinent Information or Special Considerations. FMS has been consulted to ensure proper clearance for sprinkler and electrical compliance. Access to elevators and stairwell is available for delivery. a. Identification of Possible Follow-on Work. N/A b. Identification of Potential Conflicts of Interest (COI). N/A e. Inspection and Acceptance Criteria. Undamaged installation of equipment per manufacturer s instruction and smart lock system operational. 9. Risk Control Patients and staff will be in the building during normal business hours. 10. Place of Performance. Government site includes warehouse and specified area noted above at Jonathan M. Wainwright Memorial VAMC located at 77 Wainwright Dr. in Walla Walla, Washington 99362. 11. Period of Performance. Installation will be completed by no later than September 30, 2024 during normal business hours. 12. Delivery Schedule. Vendor to coordinate delivery to Walla Walla VAMC Logistics and FMS departments to ensure installation no later than September 30, 2024. Functions to be performed- Delivery and installation of lactation pod to approved location at the Jonathan M. Wainwright Memorial VAMC location at 77 Wainwright Dr. Walla Walla, Washington 99362. Lactation pod must be operational upon installation with power source and functionality of specs in working order including door lock, keypad system, cellular or Wi-Fi for smart access. Performance required; or Essential physical characteristics; Dimensions (if applicable)- supply and install a self-contained indoor lactation pod to Walla Walla Washington. Specifications include: ADA Compliant accessible, clean, safe space for expressing milk (36 door swing) Door lock, keypad system with cellular or wi-fi for smart access Lactation Pod must be operational upon installation with power source Placement of Pod must not impede fire sprinkler Fire code requires 70% of top open to for fire suppression
