Description
This Request for Information (RFI) is being issued to gain knowledge of potential sources for geothermal HVAC design-build projects. This notice is for planning purposes only, no quotes/offers are being requested, and there is no solicitation package currently available. All interested parties should respond, and the Government may conduct one-on-one communications with contractors to gather additional market research information related to this notice. The Government will not pay for any information gathered because of this notice. The 131st Bomb Wing at Jefferson Barracks Air National Guard Station in St. Louis, MO is in the early stages of planning for a Fiscal Year 2025 design-build project to have an existing administrative facility's HVAC system converted to a geothermal heat pump system. The anticipated magnitude of construction is between $100,000 and $250,000. The facility is approximately 8,200 square feet and this project will include updating the existing boiler and heating fan coil units plus window air conditioning units to a centralized geo-exchange system and install direct digital controls for the building's energy management system. The design process will follow Air National Guard (ANG) Engineering Technical Letter (ETL) 24-02, ANG Design Objectives and Procedures, which is accessible at https://www.wbdg.org/ffc/ang/engineering-technical-letters-angetl. It is anticipated there will be additional geothermal project requirements in future fiscal years as the installation's HVAC systems are modernized. The goals of this RFI are to identify qualified design-build firms familiar with DoD and ANG design processes, learn more about available geothermal systems to meet the immediate and future installation needs, and gather information to determine small business and other socioeconomic set-aside opportunities. If your firm provides these services and would be interested in submitting a response to the solicitation once available, please respond to this notice with a copy of your capabilities statement (or link if available online) highlighting your firm's qualifications and experience with geothermal design-build projects. Once available, a draft Statement of Work will be posted to SAM.gov to gather feedback prior to a formal solicitation.
