- Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for one year with the Case Western Reserve University (CWRU), 10900 Euclid Ave, Cleveland, OH 44106 to obtain engineers, students, and research staff at CWRU to perform tasks as assigned to complete the goals of the VA funded research project ""Triggered sacral neuromodulation to treat neurogenic detrusor overactivity based on algorithmic classification of bladder filling status from wireless pressure data"" for the Louis Stokes Cleveland VA Medical Center, Research and Development office. Due to the affiliate relationship with the Louis Stokes Cleveland VA Medical Center, as well as the technical specialized expertise for the engineering support on research studies and the dual appointments with the VA and the university the requirement will be sole sourced to CWRU. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 611430 with a 15 Mil employee size standard. The PSC is AF11. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. Case Western Reserve University is an academic affiliate and collaborative research partner of the Louis Stokes Cleveland VA Medical Center. 38 U.S.C. 8153 allows for sole source awards related to research with our academic affiliates. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
