This is a notice of intent to award a sole source contract and is not a request for competitive quotes/quotes and proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 07, Columbia VA Healthcare System, 6439 Garners Ferry Road, Columbia, SC 29209 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source requirement under FAR Part FAR 8.405-2 and is implemented by FAR 8.405-6 for restricting competition on this procurement. Only responsible available sources and no other Supplies or Services will satisfy Agency requirements. This notice satisfies the posting requirements at FAR Part 5.101. The intended contractor is Tosoh Bioscience, Inc., 347 Oysterpoint Blvd, Suite 201, San Francisco, CA 940080-1913. Place of performance is Central Alabama Veterans Healthcare System (CAVHCS), Pathology and Laboratory Medicine Service, Montgomery, Alabama 36109. This contract is to provide a Cost-Per-Test reagent lease of two (2) G8 or like analyzers for HBA1C testing for use at Central Alabama Veterans Health Care System (CAVHCS), Pathology and Laboratory Medicine Service (P&LMS), 215 Perry Hill Road, Montgomery, Alabama 36109, and at Central Alabama Veterans Health Care System (CAVHCS), Pathology and Laboratory Medicine Service (P&LMS), 2400 Hospital Road, Tuskegee, Alabama 36088. This request is for a firm-fixed-price task order to be awarded as a sole source to Tosoh Bioscience, Inc. in accordance with FAR 8.405-2 ordering procedures for services requiring a statement of work. Central Alabama Veteran Health Care Systems (CAVHCS) Pathology and Laboratory Service, Montgomery, Alabama 36109 is requesting a Base Plus Three Year Option contract with Tosoh Bioscience, Inc. for Cost-Per-Test reagent and Analyzers HbA1C assay test results for the laboratory instruments Quality Assurance Program to establish a task order with TOSOH Bioscience, Inc., 347 Oysterpoint Blvd, Suite 201, San Francisco, CA 940080-1913, for the performance of HBA1C testing. Tosoh Bioscience, Inc. is the sole source manufacturer of all Tosoh Bioscience instruments and reagents. The North American Industry Classification System (NAICS) for this requirement is, 334516 - Analytical Laboratory Instrument Manufacturing, the Federal Supply Class (FSC) is Q515. The Small Business Administration (SBA) size standard for this sector is 1,000. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
