- Description
- The Norwegian Defense Materiel Agency CIS Division (NDMA CIS) intends to issue an Invitation for Bids (IFB) to replace Radar Test Systems (RTS) with NATO serial numbers 2024/2NB11149, 2024/8NB25001, and 2024/3NB06190, restoring existing obsolescent RTS at NATO Sensor and Weapon Accuracy Check Ranges (SWACRs) in Norway, the USA, and Greece. Furthermore, the projects will replace Electronic Support Measures (ESM) Test Systems with NATO serial numbers s 2024/2NB11151, 2024/8NB25003, and 2024/3NB06192, and restore existing obsolescent ESM capabilities at the same three SWACR facilities mentioned above. This will be a single turnkey contract with an expected duration of approximately two years. NDMA CIS plans to place a single contract with one Contractor. No partial bidding will be allowed. The Contractor will be able to use sub-contractors. The Contractor is encouraged to provide an option within the procurement contract to provide additional equipment sets so that other Allied Nations establishing SWACR capabilities can procure the same equipment should they so wish. However, such option will not be considered a criterion for contract award. To bid on this project, U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government. Execution of the proposed contract will require access and work of contractor personnel at a classified site, and such personnel of the winning bidder may be required to hold individual security clearances of SECRET. This also applies to sub-contractors or any other individual for which the contractor will request access. Only companies maintaining appropriate personnel clearances will be able to perform the resulting contract. The reference for the IFB is IFB-DL-2024020610 and all correspondence in relation to the project should refer to this reference. � Firms that have been issued a DOE will be invited to participate in a Bidders Conference.�The Bidders Conference will be held physically in Stavanger Norway 16-17 September 2024. More information about the Conference will be available as part of the IFB.� SUMMARY OF REQUIREMENT Please see attached. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: https://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the TEXT of your email: - the title and/or solicitation number of the project - the name/phone/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting entity. � IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 12 August 2024 NDMA CIS distributes solicitation (planned): late August 2024 Bid Closing (estimated): November 2024 Contract Award (anticipated): December 2024
