- This is a Notice of Intent to Sole Source only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 513210. The Department of Veterans Affairs (VA), Network Contracting Office 17 (NCO 17) is seeking to identify any vendor capable of providing Computrition software licenses to upgrade existing software in Temple, Texas per the requirements below. Refer to the Statement of Work (SOW) below for the requested requirement description. The standard shall be of quality; meeting or exceeding those outlined in the Statement of Work. This Notice of Intent to Sole Source provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 10 AM CDT, August 9, 2024. All responses under this Sources Sought Notice must be emailed to erika.taylor@va.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. Responses to this Sources Sought shall not exceed 4 pages. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe PDF format. SAM: Interested parties shall be register in the System for Award Management (SAM) as prescribed in FAR Clause 52.204-07(b)1. SAM information can be obtained by accessing the internet at www.sam.gov or by calling 1-866-606 8220. Interested parties not registered in SAM will be ineligible to receive a government contract, should a solicitation be issued resulting from this Sources Sought. Statement of Work Central Texas Veterans Health Care System (CTVHCS) Nutrition & Food Services Food Service Software System Computrition Base Year + 4 Introduction Title of Project: Computrition Annual Licensure/Subscription Fee Project Location: Central Texas Veterans Healthcare System Nutrition and Food Services (120) 1901 Veterans Memorial Drive Temple, TX 76504 Type of Contract: Firm-Fixed Price Background The Central Texas VA uses Computrition Nutrition Care Management Select software package for 2 sites and 10 clients, additionally a need exists for 2 Food Operations Management Professional license subscriptions. The HS Single sign on module is required for 2 sites, to include Touchpoint dining gateway for both sites and license subscriptions. The room service and bedside connect initialization for 2 sites and 4 clients with yearly license subscriptions, and training for initialization and implementation of add-on for Olin E. Teague Veterans Medical Center in Temple, TX, and Waco VAMC locations for food service operations with VISTA interfacing capability. Approximately 130 VA medical care facilities utilize Computrition software in their food service areas. Computrition software is an essential tool in improving food service for veterans. It provides upgraded patient meal planning services with improved inventory, costing, forecasting, and procurement data management. Its enhanced allergy identification and substitution capability promotes improved patient safety. In addition, it allows for a selective menu or room service. This Statement of Work (SOW) outlines the purpose and need for continuing the Computrition food service software and defines the scope of service expected from the vendor to CTVHCS Nutrition & Food Services (NFS). CTVHCS currently uses Computrition software, and licensing ends on 8/24/2024. To prevent any interruptions to service, a new licensing contract is needed on or before 8/25/2024. Scope Touchpoint menu ordering must be allowed utilizing the GetWellNetwork program in patient rooms for 2 sites. Room Service Connect Plus initialization, implementation, and annual license subscription must be included for 2 sites and + 4 clients. HS Single sign on module is required for 2 sites. Food Operations Management PRO for 2 sites and NCM Select 2 sites and 10 Clients Multi-Site HL7 ADT/DO/Tube Feeding Interface 2 sites. Must support the set-up, data entry, implementation, training, and troubleshooting support after installation. This contract will require the capability to interface with the existing VistA software package and the GetWellNetwork. General Requirements C&A requirements do not apply, and a Security Accreditation Package is not required. VA sensitive information shall not be transmitted outside the VA. The vendor shall submit a cost proposal for the base year and four option years. Subtasks not specified in the SOW will be identified and associated costs by project task, milestones, and deliverable dates will be included. All written deliverables must be phrased in terms and language that non-technical personnel can easily understand, i.e., a person without subject matter expertise. The product shall provide the user with a graphical user interface (GUI) display in a Windows-based environment. The user shall be able to open multiple screens simultaneously. The software shall provide a unidirectional exchange of information from the Veterans Information System Technology Architecture (VistA) files and other electronic health information systems that may be used in State Veterans Nursing Homes. The user shall be allowed to edit/overwrite selected fields in a file instead of only being allowed to overwrite an entire file. All reports shall be customizable. Report settings shall provide the ability to filter the data. Report settings shall be able to be saved for future use. All reports shall be able to be viewed on the screen, printed, or exported to various other formats such as Excel, PDF, HTML, Rich Text, and graphics. The Software Administrator shall be able to grant read-write, read-only, or hidden access on a field-by-field basis to other users. The software/system shall Provide pre-programmed ratios for weights, volumes, and single serving amounts by ingredient. Room Service Connect Initialization and implementation for 2 sites and +4 clients must be included. Acceptance of Performance Software is currently installed, and CTVHCS shall monitor and verify the equipment (software) and installation during operations as outlined by the manufacturer. The vendor must immediately isolate and repair any problems with the system during the acceptance period. The vendor will troubleshoot the software and communications/ancillary equipment to determine the best repair method. The vendor shall provide brief descriptive resolutions of all maintenance. Develop and implement procedures to identify, prevent, and ensure non-recurrence of system failures. Establishment of mechanisms for feedback on performance. Monitoring and control of critical processes Vendor Responsibilities Work within the existing computer software system to avoid disrupting the scheduled meal service. Establish a designated point of contact (POC) to handle systems issues and failures. Maintain the established timeline. Keep the Project Manager informed of any problems, issues, or delays that impact the project. Provide customer application and software support. Provide users with unlimited e-mail/telephone support. The vendor shall respond to all customer requests for support services with concrete steps to address the request within 4 hours of receiving the request. A simple acknowledgment of the support request shall be insufficient. In instances in which problems with the software products have rendered the system inoperable, the customer shall receive a telephone response within 1 hour of receiving the request. Provide the ability to print tray tickets and enter the charges for quest meals. The vendor shall provide software product updates and patch releases for current customer-licensed products as part of the annual subscription fees. Remote Support Accessibility via the Veterans Administration VPN. Provide user and technical documentation and updates as software/system changes are made. Performance Period(s) Base Year: 8/25/2024 to 8/24/2025. Option Year 1: 8/25/2025 to 8/24/2026. Option Year 2: 8/25/2026 to 8/24/2027. Option Year 3: 8/25/2027 to 8/24/2028. Option Year 4: 8/25/2028 to 8/24/2029 User and Service Manuals: Operational and Technical manuals must be provided with the software.
