Description
1.0� The purpose of this announcement is to release a Draft Request for Proposal (dRFP) to industry for the Protected Tactical SATCOM - Global (PTS-G) Space Production Vehicles which includes Operations and Maintenance. �The dRFP in its entirety is in the Bidder's library and registration instructions are provided below. This dRFP is issued solely for information, planning, and market research purposes. It does not constitute a formal solicitation (RFP) or a promise to issue a solicitation in the future. Interested offerors are invited to submit comments to the Government as instructed below.� DISCLAIMER: This is not a request for proposal(s) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment as the Government does not intend to award a contract based on this request. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. The Department of Defense, United States Space Force, Space Systems Command, is currently conducting market research by seeking request(s) for information from potential sources for development and delivery of Protected Tactical SATCOM - Global (PTS-G) Space Production Vehicles which includes Operations and Maintenance. Responses to this research will aid the Government to complete the RFP. This RFI is available on the System for Award Management (SAM.gov) website at https://sam.gov/SAM/. It is the responsibility of the potential responders to monitor this site or the bidder's library for additional information pertaining to this RFI. 2.0� The purpose of this notice is to receive feedback from industry regarding the contents of this dRFP no later than 6 September 2024 @ 1600 PDT. Once feedback is received, the Government may schedule clarification sessions with industry. In your responses, please address the following via the Comment Resolution Matrix (CRM): A.� Review SOWs, CDRL packages, Data Rights, Compliance and Reference Documents. Please ensure that your feedback includes any relevant information that may impact the ability to execute or require significant development costs (e.g.: safety and cybersecurity requirements (Contractor LiveLink Bidder�s library - Reference - Attachments 1-11, Exhibits A) B.� Review Sections L&M and provide any feedback that will impact development cost or schedule. (Contractor LiveLink Bidder�s library - Reference � Solicitation #2 and 3) C.� Responses to cybersecurity requirements, including Risk Management Framework (RMF) controls (with specific control tailoring responses, where applicable) and National Security Agency (NSA) approval requirements (Contractor LiveLink Bidder�s Library � Reference - TRD PTSG-15000) D.� Feedback on Government cyber testing, including 3rd party on-site evaluation and contractor �support (e.g.: CVI, ACD, CVPA, AA) (Contractors LiveLink Bidder�s library � Reference - TRD- PTSG-15000, SITP PTSG-15950) E.� Security Classification Guide (SCG) is provided in reference to full PATS SCG, a specific update is provided as an additional enclosure for proposed tailoring for PTS-G (PATS SCG Enclosure 1) (Contractors LiveLink Bidder�s Library - Reference - PATS SCG - (CUI) Draft_PATS SCG Rev 3 (12 Apr 24) and PATS SCG Enclosure 1 -(CUI) Draft_PATS SCG Enclosure 1 (PTS-G Items) 12 July 24.docx) F.� Leading or supporting System Integration & Test Plan (SITP) Appendix B test events, with consideration to events to be conducted before or after On-Orbit Acceptance, events from a non-interference to full-intrusive manner to contractor resources and contractor normal workflow, and �live fire� events. (Contractors LiveLink Bidder�s library � Reference - PTS-G SITP, PTSG-15950) G.� Desired payload resource configuration provided by the RSSC (Regional Satcom Support Center) to the PTS-G Command and Control Center (GC2) + payload status reporting from GC2 to RSSC. Responses needed if any other configuration or status parameters should be added to the interface. (Contractors LiveLink Bidder�s library � Reference - PTS-G GC2 Payload Planning PPT) H.� Feedback pertaining to the technical documents (draft TRD) with a focus on performance specifications with To Be Reviewed (�TBR�) (Contractors LiveLink Bidder�s library � Reference PTSG-15000) I.� Any other feedback pertaining to the technical documents (draft Technical Requirements Documents (TRDs), Interface Control Drawings (ICDs), etc.) with respect to requirements that may drive cost and/or schedule (Contractors LiveLink Bidder�s library � Reference - PTSG-15000, PTSG-15900, PTSG-15950, PATS-13380) J.� Any other feedback pertaining to the draft RFP in its entirety, with respect to contract provisions and clauses ((Contractors Livelink Bidder�s Library � Reference - Attachments 1-11, Exhibits A)) Note: CRMs should include comments of what is acceptable as a solution if an acquisition requires modifications to be met (e.g.: combined payloads in lieu of a single payload) Any feedback or clarification provided will assist the Government in developing future solicitations. The Government welcomes industry feedback with respect to the draft RFP in it�s entirety (including any supporting documents found in the Bidder�s Library/LiveLink). Please submit your CRM responses via CGTC Workflow (ssc.cgtc.workflow@spaceforce.mil) using the following naming convention: �[Company Name]_PTSG_dRFP_[dd.mm.yy]�. Information submitted in any other format will not be reviewed. All information received in response to this notice that is marked PROPRIETARY will be handled accordingly. �The Government shall not be held liable for or suffer any consequential damages for any proprietary information that is not properly identified. �Proprietary information will be safeguarded in accordance with the applicable Government regulations.
