- Announcement Type: Special Notice Classification Code: 6640 Announcement Number: NB685010-24-02664 (NOI) Subject: Notice of Intent to Noncompetitively Acquire Potassium Heat Pipe Dual Furnaces The NIST Thermodynamic Metrology Group maintains and develops national standards of temperature (in the range 0.65 K to 2011 K), and supports calibration of all types of contact thermometers up to 2370 K. The Standard Platinum Resistance Thermometer Calibration Laboratory (SPRTCL) provides critical national and international stakeholders with SI traceability to the kelvin. Government, military, pharmaceutical, aerospace, and high-level industrial calibration laboratories depend on the low uncertainties and direct SI traceability provided by the SPRTCL. As part of the realization of the ITS-90 temperature scale, the zinc (Zn) and aluminum (Al) fixed points require high-temperature heat pipe furnaces. In order for NIST to offer services for the calibration of standard platinum resistance thermometers (SPRT) at high temperatures, NIST requires high performance metrology furnaces to maintain NIST specific Zn and Al cells at their respective freezing points. Due to the age and unreliability of the current high temperature furnaces, NIST must procure additional furnaces should additional hardware failures render the current furnaces inoperable. The replacement furnaces must be easily integrated into the existing measurement service infrastructure. It is important that the furnaces properly accommodate NIST fixed-point cells to optimize the heat exchange between the furnace and the cells, allowing for the realization of the ITS-90 temperature scale with state-of-the-art accuracy. This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b) via FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. Custom designed furnaces that fit the dimensions provided by NIST for the high temperature fixed point cells. These furnaces need to have potassium heat pipes and a dual design with independent temperature-controlled wells allowing for heating and cooling of the SPRT during calibrations. Only two companies manufacture heat pipe furnaces. Isotech North America, Inc., manufactures potassium heat pipe furnaces and is also able to customize their furnace design to accommodate NIST-manufactured cells. Technical Specifications: �The NIST Thermodynamic Metrology Group maintains and develops national standards of temperature (in the range 0.65 K to 2011 K), and supports calibration of all types of contact thermometers up to 2370 K. As part of the realization of the ITS-90 temperature scale, the zinc (Zn) and aluminum (Al) fixed points require heat pipe furnaces. In order for NIST to offer services for the calibration of standard platinum resistance thermometers (SPRT) at high temperatures, new furnaces must be acquired which can reach these temperatures to realize the fixed points using the NIST specific Zn and Al cells. These furnaces should also be capable of pre-heating and cooling SPRTs before and after calibrations at the In and Sn fixed points. It is important that the furnaces properly accommodate NIST fixed-point cells to optimize the heat exchange between the furnace and the cells, allowing for the realization of the ITS-90 temperature scale with state-of-the-art accuracy. The NIST Temperature and Humidity group requires two (2) custom potassium heat pipe furnaces with heat pipes with the following dimensions specifications. 1. Custom design to accommodate NIST specific fixed-point cells; 2. Heat pipe cavity depth must be deep enough to accommodate NIST cells: 530� �1.52 mm; and 3. . Heat pipe cavity diameter between 53.20 mm and 54.75 mm. NIST conducted market research from in June 2024 by internet searches, discussions with sources, and a sources sought posting. Sources sought NB685010-24-02664 was posted from August 2, 2024, to August 9, 2024 with no responses. The results of that market research revealed that only Isotech North America, Inc., 158 Brentwood 4, Colchester, VT 05446 United States, UEI: MJV6CBAU3N98 appears to be capable of meeting NIST�s requirements. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied. ����������������������������������������������������������������������������������������������������������������
