- The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Motion Capture Technologies, LLC, 1826 Peppercorn Lane, Charlotte, North Carolina for the purchase of High Speed Video Cameras and Peripherals. The Geotechnical and Structures Laboratory (GSL), Structural Engineering Branch (StEB) has a requirement to procure (2) high-speed, monochromatic video cameras capable of recording video of impact and response of novel test materials and articles subjected to dynamic loading from multiple synchronized angles. Minimum impact time is 5.5 milliseconds and maximum response time is 2.5 seconds. Global electronic shutter must be capable of exposures down to 0.2 ?s with light sensitivity of at least ISO 64,000. Video cameras must work with existing Photron cameras and software currently in use and utilize 10 GigE interface for download and control. To facilitate rapid sequential testing, the cameras should be capable of offloading image data to a PC while recording other images to camera memory. This configuration requires (2) Photron Nova S20 video cameras. To capture video images, the cameras must have a 70-200mm lens and adapter installed with the capability of switching lenses and mounts as needed. The cameras must also have an HS-SDI output for monitoring and setup. Bright, �flicker free� lights to sufficiently illuminate test articles. Varying heights of test articles requires multiple tripods capable of positioning the high-speed video camera and light source at the appropriate location to capture the area of interest. To facilitate multiple tests conducted in a single day, an eject-able hard drive is required to transfer stored video data to a computer or other storage device. Use of multiple cameras requires a sync box and appropriate cables to send correct trigger information to both cameras. A triggering device and signal conditioner is required to send the appropriate trigger signal to the cameras for synchronized footage. Finally, storage cases are required to safely and securely store the cameras and associated peripherals. The exclusive distributor for Photron cameras to the region in which the ERDC is located is Motion Capture Technologies. The sole source award will be issued in accordance with FAR 13.106-1(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334310 (Audio and Video Equipment Manufacturing) with a size standard of 750 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
