Description
The 145th Airlift Wing currently planning to purchase virtual reality-based simulation training platform designed for law enforcement, military personnel, and first responders. The intended use is for Use of Force Training, providing realistic and immersive training experiences to enhance critical skills needed for high-risk situation and worst-case scenarios at the 145th Airlift Wing. SBIR Phase III Purchase: Pursuant to FAR 6.302-5, the project is a SBIR/STTR Phase III award that is derived from, extends, or completes efforts made under prior SBIR/STTR funding agreements and is authorized under 15 U.S.C. �638, the Small Business Administration SB/RI STTR Policy Directive (PD) 01 October 2020, and SB/RISTTR Extension Act of 2022 (S. 4900). This meets the requirements of the justification. The SBIR/STTR Reauthorization Act of 2011 statute allows award of a Phase III contract without seeking further competition. The DoDI also gives special acquisition preference for the procurement of technology originally developed under a SBIR contract. The pursuit of further market research is strongly discouraged and requires agency reporting of such instances to SBA and Congress. Pursuant to FAR 6.302-5, the project is a SBIR/STTR Phase III award that is derived from, extends, or completes efforts made under prior SBIR/STTR funding agreements and is authorized under 15 U.S.C. �638. Completed SBIR Phase I and Phase II through contract numbers: SBIR 19.1 Phase I - Contract FA300219PA127 / SBIR 19.1 Phase II - Contract FA86491999034. All qualified sources must respond not later than the date and time specified under General Information within this special notice. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1(a)(2). This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures.� A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
