- This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. The scope of work for this requirement will only be available upon solicitation issuance. PURPOSE/PROJECT DESCRIPTION: The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ) solicitation to obtain Janitorial services for the leased facility occupied by the U.S. Army Corps of Engineers, Nashville District, Hendersonville Field Office. The Contractor shall perform janitorial services in all designated spaces including, but not limited to halls, offices, restrooms, work areas, entrance ways, lobbies, storage areas, break room, conference room, and stairways. The contract will be for a one-year period from the date of the contract award, with four (4) one-year options. The Contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes. Anticipated types of services: Routine Cleaning (Twice a Week) requirements shall consist of the following: Thorough cleaning of toilets, bathrooms, and mirrors, using suitable non-abrasive cleaners and disinfectants. All surfaces shall be free of grime, soap scum, mold, and smudges. The Contractor shall refill paper towels, toilet paper, and soap in all bathrooms. Emptying all wastepaper baskets, replacing plastic wastepaper basket linings and returning items where they were located. There are approximately 20 desks, Break Room, Conference Room, and restrooms that will have wastepaper baskets. Removing trash to designated area as directed by the COR and keeping trash area in a reasonably clean condition during cleaning times. Thorough cleaning of the Break Room surfaces to include tables, counter, sink, microwave (exterior), and refrigerator (exterior). The Contractor shall refill paper towels dispenser in the Break Room. Once a Week Cleaning requirements shall consist of the following: Sweeping all floor areas including damp mopping of areas such as tile, linoleum, marble floors, staircases and public areas. Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris. Chairs, trash receptacles, and easily movable items shall be tilted or moved to clean underneath. When completed, the floor and halls shall have a uniform appearance with no streaks, smears, swirl marks, detergent residue, or any evidence of remaining dirt or standing water. Dusting and cleaning all furniture including desks, chairs, computer tables, telephone tables, and bookshelves. All furniture shall be free of dust, dirt, and sticky surfaces and areas. Vacuuming all rugs and carpets, runners, and carpet protectors so that they are free from dust, dirt, mud, etc. When completed, the area shall be free of all litter, lint, loose soil and debris. Any chairs, trash receptacles, and easily movable items shall be moved to vacuum underneath, and then replaced in the original position. Removing any grease marks or fingerprints from all entrance glass and doors and windows including walls, doors, door frames, radiators, windows and window frames. Monthly (Every Month) Cleaning Requirements shall consist of: Spot cleaning baseboards and walls. Dusting tops of tall furniture, and areas not covered in routine dusting. Dusting windowsills and blinds. Spot clean spots on carpets if / when needed. Sweep / vacuum server room floor (escort required) Quarterly (Every 3 Months) Cleaning Requirements shall consist of: The contractor shall also provide and replace the 6ea HVAC filters located in the facility every three months and provide of purchase via receipt. A ladder is necessary to access the filters in the ceiling. The contractor shall clean interior surfaces of the microwave. The contractor shall clean the shelves inside the refrigerator. Small Business Size Standard: $22,000,000.00 TYPE OF SET-ASIDE: The solicitation will be 100% set-aside for small business. SOLICITATION AND CONTRACT TYPE: The Government intends to award a Firm-Fixed Price service contract. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is Mid-August 2024. SITE VISIT: No formal site visit is schedule for this procurement at this time. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance.
