- DRAFT Page 2 of 2 1. Contract Title. VA Greater Los Angeles (VA GLA) Clinical Homeless Training 2. General. VA GLA has the country's largest and most complex Homeless program, with over 16,000 Veterans served annually and over 400 staff. VA GLA needs continued education and training for existing staff on best practices and training for new staff recruited in Community Engagement and Reintegration Service (CERS) programs. There is a need for training on areas outlined in this SOW due to the clinically demanding population served in GLA programs. VA is committed to rapidly expanding training programs to assist staff members. This proposal identifies training needs in the following programs in CERS: (1) HUD-VASH; (2) Grant and Per Diem; (3) HCHV; (4) HPACT. Certificate of completion. 3. Background. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the requirement in this SOW except for those specified as government-furnished property and services. The contractor shall perform to the standards in this SOW. CERS staff is to equip them with the necessary knowledge and skills to support unsheltered Veterans effectively. The training will encompass a range of services and best practices, focusing on critical topics such as ACT, Expressive Art Therapy, DSM 5-TR, suicide, and other relevant subjects vital to providing comprehensive assistance to homeless Veterans. 4. Scope. The selected contractor will develop and deliver 9 live webinars with CEUs for social workers and include vouchers for staff to take pre-recorded trainings with CEUs. The Clinical training program is to enhance the capabilities of CERS staff, empowering them to deliver high-quality, evidence-based care to unsheltered Veterans. By equipping them with the necessary skills and knowledge across multiple areas, the training aims to improve the overall well-being and successful reintegration of Veterans experiencing homeless into their communities. The contractor will demonstrate a deep understanding of the unique Veterans Health Administration culture. The contractor is not required to work on Federal recognized holidays documented on the U.S. Office of Personnel Management (OPM) Federal Holidays (opm.gov): The contractor is responsible for conducting business between 8:00 A.M. EST and 4:00 P.M. EST. Monday thru Friday except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is open for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. 5. Security Requirements No access to the Department of Veterans Affairs computer system is required. The C&A requirements do not apply, a Security Accreditation Package is not required. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No equipment will be provided. 7. Place of Performance. The training will take place through webinar sessions and vouchers. It will be pre-recorded session. The training will consist of instructional presentations, interactive discussions, and practical exercises to ensure active engagement and application of the training content. The training provider will develop and deliver comprehensive training materials for each session, including presentation slides, handouts, and additional resources necessary to support the learning objectives. These materials will be made available to participants in electronic format before each webinar to allow for pre-reading and preparation. Any presentation slides provided during the training by the facilitator must be provided to each participant. CEUs will be offered for social workers. Travel will not be included since these are virtual trainings. 8. Period of Performance. The contract period will be 12 months, starting from the date of contract execution. The Vendor must continue to be vendorized in the www.SAM.Gov during the duration of the contract. The Vendor will complete all task and deliverables in the designated time frame. 9. Delivery Schedule. Subject matter expert trainers. Certificate of Completion. Training evaluation summary report to measure the effectiveness of the training sessions. Work on accommodations to deliver each webinar at different intervals for a flexible schedule. Continuing Education. Continuing Education Certificate. Attendance Certificate. All-inclusive: training slides, evaluations, and registration. 10. Confidentiality. The contractor shall adhere to all confidentiality and non-disclosure regulations as dictated by CERS and VHA policies. Any sensitive information provided during the course of the contract must be handled according to these guidelines. 11. Post Award Conference/Periodic Progress Meetings. There will be a post-award meeting, after the contract has been awarded (determined at a later date) between the COR and vendor. Prior to the meeting, the vendor will submit a contract implementation plan detailing the strategies and timely for the implementation. This will be reviewed and approved at the post-award meeting.
