Description
Sole source acquisition of: three (3) sets of AEI Technologies, Inc. S-3A/II Oxygen analyzers, CD-3A Carbon Dioxide analyzers, and R-2 Sensor Dual Sample Pumps. These gas analyzers and gas sample systems are required to support Automated Breathing and Metabolic Simulator (ABMS) testing of mine escape respirators tested at ETB labs at NIOSH in Pittsburgh, PA.�Proposed Vendor: AEI Technologies, Inc. 410 Technology Drive Bastrop, TX 78602.�AEI Technologies can provide Carbon Dioxide and Oxygen measurements of inspired breathing gas simulated by the ABMS machine test and generated by human subjects that are identical to the results obtained using the same gas analyzers at the three existing ABMS. No other product can provide this level of compatibility�AEI Technologies, Inc. S-3A/II Oxygen and CD- 3A Carbon Dioxide analyzers, specifically designed for respiratory gas applications, and the compatible R-2 Sensor Dual Sample Pump are the only products that can satisfy the program needs. NIOSH ETB maintains and operates three ABMS to perform mine escape respirator approval and Long-Term Field Evaluation testing. NIOSH ETB also possesses a Breath-by-Breath system gas analyzer cart that is�used to perform human subject mine escape respirator approval testing. All four of these systems are currently using AEI Technologies, Inc. S-3A/II Oxygen and CD-3A Carbon Dioxide gas analyzers to measure inspired and expired O2 and CO2 levels required to assess the pass/fail status of the mine escape respirators tested for approval. The new AEI Technologies, Inc. S-3A/II Oxygen and CD-3A Carbon Dioxide analyzers will be used to assemble a second gas analyzer cart that will be used to measure ABMS exhaust gas O2 and CO2 levels that are required to determine VCO2 and VO2 levels and compare these measurements to the set points employed during testing in order to validate ABMS test data and operations. In addition, the remaining two sets of gas analyzers will be used as spares/backups in the event one of the analyzers currently installed in the NIOSH ABMS units fails in the middle of an meaningful test. In order to enable direct comparison with exhaust VCO2 and VO2 results previously obtained with the Breath-by-Breath system gas analyzer cart using S-3A/II Oxygen and CD-3A Carbon Dioxide analyzers to obtain the required measurements of inspired/expired O2 and CO2 levels, the AEI Technologies Oxygen and Carbon Dioxide gas analyzers and supporting components were the only products that could be considered. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as cited in FAR 6.302- 1, "" Only one responsible source and no other supplies or services will satisfy agency requirements."" Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 7 days from the posting date of this notice, their written capabilities statement which shall be considered by the agency. The Government will review any/all capabilities statements information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days, negotiations will be conducted with AEI Technologies, Inc. as the only source and a contract will be issued without any additional notices being posted.
