- Description
- The Language Proficiency Assessment Directorate (LPAD) of the Defense Language Institute Foreign Language Center (DLIFLC) requires the procurement of flexMIRT (Flexible multilevel multidimensional item analysis and test scoring) software. �The Test Design and Analysis (TAD) Division of LPAD is required to analyze Defense Language Proficiency Test (DLPT) item response data to maintain the accuracy, reliability and validity of testing instruments. �To support the ever-increasing volume of item response data, an analytical software package with multi-variate, multi-dimensional item response theory (MIRT) analysis capabilities is required.� flexMIRT is proprietary software exclusive to its developer, Vector Psychometric Group, LLC, and is considered the most advanced item response theory (IRT) software in the industry. �It has a suite capable of advanced analytical processes, data manipulation and management and predictive model building. �Moreover, flexMIRT is well-equipped and powerful to accommodate large volumes of data for formatting, coding and statistical analysis. �flexMIRT is widely used in the civilian sector and has a proven high-speed processing capacity, thus procurement and use of this software is essential for the analysis of DLPT dataset sizes that reach in excess of 20,000 cases. � No other statistical software system provides the multi-variate, MIRT analysis capabilities and speed to manage large datasets. �Other statistical programs such as Statistical Package for the Social Sciences (SPSS) do not have the ability to conduct MIRT analysis and the data volume capacity that flexMIRT possesses. �As a result, if flexMIRT software is not procured, large volumes of DLPT item response data that increases daily will not be successfully formatted, analyzed and reported. This would adversely delay or prevent crucial decision-making efforts by military units and DoD agencies relying on DLPT examinee proficiency scores of their respective linguists.
