- Description
- This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted.� The U.S. Army Corps of Engineers (USACE) intends to award a sole source firm fixed-price contract�to MICHIGAN STATE UNIVERSITY for services entitled ""Enhancement, Technical Support, and Maintenance for the Regional Economic System (RECONS) Model"". The U.S. Army Corps of Engineers (USACE) Institute for Water Resources (IWR), established in 1969, provides forward-looking analysis and research to support the Civil Works (CW) program and mission.�The period of performance is 20 months from the date of award. The purpose of this Contract is to ensure the continued operability of the RECONS model via necessary/general maintenance and updates, major updates and modification of the industry multipliers (IMPLAN data), preparation for model recertification, as well as other improvements and enhancements, with the primary aim of providing users across the enterprise with the latest, accurate, and defensible RED estimates. The contractor shall provide technical support throughout the Period of Performance (POP), and any additional optional periods if/when exercised, for any updates, modifications, and enhancements to the RECONS model.� To support the RECONS model and its ability to deliver latest, accurate, and defensible RED estimates, the Contractor shall provide technical support on the following tasks: (1) General maintenance and update, including quality assurance and quality control; (2) support for customized requests and models; (3) support for additional reports; (4) support for BIL impact analysis effort; (5) enhancements to the RECONS model and functionality, including front-end user interface and website function; (6) support for the preparation of IMPLAN industry multiplier update; and (7) support for the preparation of RECONS model recertification. No competition is being sought. The proposed Contractor, Michigan State University is the developer of the RECONS model. These services are a logical extension to maintain and update the model as appropriate. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.�
