Description

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. The General Services Administration, Public Buildings Services (GSA/PBS), Office of Architecture and Engineering, intends to award a sole source Firm-Fixed-Priced (FFP) purchase order utilizing Simplified Acquisition Procedures (FAR Part 13) for one (1) base year, with four (4) one year option period from The Construction Users Roundtable (CURT), to provide GSA with CURT organization membership. �� CURT Membership benefits include, but are not limited to: Improve quality and cost effectiveness in Owner construction and maintenance projects. Represent �the Owners� voice� to the industry and give Owners direct involvement in national and international construction issues. Provide resources for sharing best practices among Owners. Supply a forum to address mutual Owner issues�especially those of safety, labor relations, productivity improvement and other cost-reduction strategies. Provide opportunity for Owners to network on domestic and international issues. Promote workforce recruitment, education and training, as well as effective construction planning and practices. Provide a repository for Owner resources so they may become more effective decision makers. Communicate and interact with contractors and associations to assure that the Owner�s voice is heard and understood. Improve existing and create new strategic alliances with both open-shop and unionized sectors of the industry. Develop industry standards and Owner expectations with respect to safety, training, and worker qualifications. Empower and enhance the effectiveness of Local User Councils throughout North America. The intent is for the Government to solicit to a single source using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by Wednesday, August 21, 2024; 1PM ET. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
