- This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to use the procedures in FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice is hereby issued as RFQ No. 142082-24-135-136. This is a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-06, Commerce Acquisition Regulations (CAR) and NOAA Acquisition Manual version 2024-3. This is set-aside 100% for a Small Business. The requirement�s North American Industrial Classification System (NAICS) code is 314994 Rope, Cordage, Twine, Tire Cord, and Tire Fabric Mills; the corresponding size standard is 1,000 employees. �The resultant Purchase Order (PO) will be a firm-fixed price PO. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. Multiple acquisitions may be awarded separately for these requirements. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Data Buoy Center (NDBC) intends to purchase the following commercial products per each NDBC Procurement Specifications attached and listed after each product below: CLIN 0001 Purchase of 7/8� Diameter 12-Strand High Performance Co-Polymer Rope, Quantity: 35,000 feet (2 x 11,000ft & 1 x 13,000ft) in accordance with the Specification NDBC-5115 Rev. attached. Deliver by December 21, 2024. CLIN 0002 Purchase of �� Diameter 12-Strand High Elongation Polyester Rope, Quantity: 10,200 feet (3 x 3,400ft) in accordance with the Specification NDBC-5116 Rev. attached. Deliver by Deliver by December 31, 2024. CLIN 0003 Purchase of �� Diameter 12-Strand HMPE Rope, Quantity: 600 feet in accordance with the Specification NDBC-5109 Rev. attached. Deliver by Deliver by December 31, 2024. CLIN 0004 Purchase of �� Diameter 12-Strand Fish Bite Resistant Rope Version 3, Quantity: 10,200 feet (3 sections at 2,400 feet per section- all 3 lengths shipped in one Plywood Box in accordance with the Specification NDBC-5117 Rev. attached. Deliver by Deliver by December 31, 2024. CLIN 0005 Purchase of �� Diameter, 316 Stainless Steel Shackles Safety Anchor, Quantity: 3 in accordance with the Specification NDBC-5101 Rev. attached. Deliver by Deliver by December 31, 2024. CLIN 0006 Purchase of �� Open Link, 316 Stainless Steel Chain, Quantity: 48 feet in accordance with the Specification NDBC-5103 Rev. attached. Deliver by Deliver by December 31, 2024. Prospective vendors must be able to demonstrate their ability to complete this requirement for the equipment listed. The vendor is responsible for providing the products in a shipping container designed to withstand the vibration and shock encountered during transportation by ship, rail, truck, and aircraft.� The equipment shall be packaged to prevent damage to include: physical, electrical, mechanical, cosmetic, and the equipment shall not be damaged or lose performance capability.� Only firms that can provide the exact products described herein will be considered responsive to this notice.� The FAR & CAR provisions incorporated into this acquisition are in attachment labeled �FAR and CAR Provisions attached to purchase solicitations�. The FAR & CAR clauses incorporated into this acquisition are in attachment labeled �FAR and CAR Clauses attached to purchase Contracts�. The NOAA Acquisition Manual (NAM) Part 1330-52 Solicitation and Contract Language incorporated into this acquisition are in the attachment labeled �NOAA Acquisition Manual for purchase Solicitation and Contracts�. All contract requirement(s) and terms and conditions that apply to this requirement can be found in the above attachments. Addendum to FAR provision 52.212-1 Instructions to Offerors � Commercial Items The offeror MUST submit all of the following information with their quote package in order to be considered compliant to this RFQ. Submit a PDF or Microsoft Word format quote before the time specified in the solicitation and be valid for at least 30 calendar days from the closing of this posting. Include the expiration date on the quote. Quote shall also include the following information: Company name and address, Unique Entity ID number and associated CAGE code, Point of Contact with email address and telephone number. Also include in your quote: pricing which shall be inclusive of all costs including shipping costs and product description for each line item listed above IAW the specifications attached. Delivery terms for the shipping of each product to the facility address: National Data Buoy Center, ATTN: Eric Gay, Building 3203, Stennis Space Center, MS 39529 and provided in CAR Clause 1352.246-70. Must address all factors listed under �The following factors will be used to evaluate quotations� in CAR Provision 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures. Your response to CAR Clause 1352.209-74, Organizational Conflict of Interest � Warrant and Disclosure. Offers shall assume that the Government has no prior knowledge of them or their capability. In order to be considered for award, you must submit a quote IAW the requirements listed above and the specifications attached. If you do not submit all of the requested items you may be considered non-compliant. ***PLEASE SUBMIT ONLY THE INFORMATION REQUESTED ABOVE. THERE IS NO NEED TO SUBMIT ALL PAGES OF THIS SOLICITATION *** All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database prior to the closing of this combined synopsis/solicitation. �For additional information and to register in SAM free of charge, please access the following website: https://www.sam.gov/.� In order to register with SAM and to be eligible to receive an award from this office, all contractors must have an Unique Entity ID.� To learn more access the following website: https://sam.gov/content/entity-registration. Question Submission Interested offeror�s shall submit any questions concerning the solicitation at the earliest time possible and no later than August 27, 2024 at 12:00pm CDT to enable the Federal Government Contracting Officer, Margie Sabbagh to respond before the closing of the notice.� Questions shall be submitted to the attention of Margie.Sabbagh@noaa.gov. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� No questions will be answered over the telephone. Quote Submittal All quotes, required information and documents shall be submitted electronically via email to margie.sabbagh@noaa.gov no later than, Friday September 6, 2024 at 12pm CDT. Quotes shall be clearly marked with the Solicitation Number: RFQ No. 142082-24-135-136. Offeror�s are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency.
