- Description
- The US Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) is seeking information from industry to determine the capabilities of industry and determine interested sources for a new requirement. This is a Sources Sought Notice for Market Research purposes only. This is not a request for proposals. The Government will not reimburse for any costs incurred to submit a response to this Sources Sought Notice. The Government reserves the right to reject in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform respondents of the results of this survey. It is anticipated that a contract will be award using FAR Part 13 - Simplified Acquisition Procedures (and may use FAR Part 12 � Acquisition of Commercial Items). Interested sources should respond to the attached questionnaire and submit a Statement of Qualifications to help facilitate the Government's market research. The Government will analyze all of the responses and determine if this requirement is suitable to do a total or partial set-aside for small businesses. If the pool of small businesses is insufficient, the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions. Description of the Requirement: The�contractor shall provide support to HEC by assisting in activities associated with software maintenance and minor enhancements to HEC java software related to ecosystems code, with a focus on HEC-RPT (Regime Prescription Tool) , HEC-EFM (Ecosystem Functions Model) Plotter and HEC-EFM Mapper.�Services to be performed include: Evaluating and classifying issues within the existing software code. Performing bug fixes in code. Providing minor modification or enhancements to the code. Providing field support activities. Supporting HEC by attending and actively participating in meetings. Providing supporting documentation Performance of the contract must be completed by a firm that has extensive software development skills with an emphasis on civil engineering, including emphasis on environmental and water resources tools and analyses. This skill set needs to include knowledge of water resources engineering in the context of the USACE (United States Army Corps of Engineers) mission requirements for hydrologic simulation, statistical analysis, and 1D and 2D hydraulic simulation, and a high level of knowledge and experience with the software code utilized for this work.� Submission requirements: Please submit a capabilities statement in addition to responding to the attached Questionnaire. Submissions should not exceed 20 pages with 12-point font, single spaced, using 1-inch margins. The Questionnaire, table of contents and cover pages are not included in the page count. Responses should be submitted in PDF format. Responses should describe the interested party's capabilities to complete the required services detailed below. Oral communications will not be considered.
