Special Notice Page 4 of 4 Page 1 of 4 In accordance with FAR 13.106-1(b) / 8.405-6(a)(2), this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business manufacturer, Olympus America Inc., located at 3500 Corporate Pkwy, Center Valley, PA 18034: The NOCO VA Clinic s Otolaryngology (ENT) service requires a lease and service agreement for Olympus endoscopes, towers supporting equipment, software, and a service agreement. The equipment will be utilized during the following procedures: tonsillectomies, thyroidectomy, tympanic membrane, stapedectomy, sinusitis, and general surgery. The resulting award will allow NOCO s ENT Service to conduct screening procedures, pre-operative diagnostic procedures, post-operative care, and evaluations for Veterans. The Olympus proprietary endoscopes, equipment and software are required at the NOCO ENT Clinic due to two of the ENT Doctors needing to travel between the Cheyenne VAMC and the NOCO Clinic regularly. The standardization of the endoscopic equipment is of the utmost importance to the safety of the patients seen at the NOCO Clinic. It is important that the ENT Clinicians are familiar with the surgical tools in which they operate with. In an emergency such as an endoscope or tower becoming inoperable, the Clinician must know how to act timely and appropriately to ensure a timely response that will allow the operation to be completed on schedule. Endoscopy equipment is also subject to maintenance, calibration, and compliance directives with safety standards. Using an unfamiliar machine may lead to inadvertent violations of these standards, potentially compromising patient safety and exposing the provider and VA to liability. The procured scopes, supporting equipment, and software must also be compatible with the Olympus VaultStream Software utilized by the Cheyenne VAMC in order for the pictures and video recorded during procedures to be shared between the two locations ENT clinics. Olympus systems and software are currently installed and operational within the Cheyenne VA Medical Center. Owned equipment includes video processing systems, light sources, flushing pumps, CO2 regulators, bronchoscopes, gastrovideoscope, equipment carts, sterilizers, and software. Olympus endoscopy equipment, systems and software are proprietary to Olympus and are only compatible with other Olympus equipment, systems, and software. The associated North America Classification Systems (NAICS) Code is 334510 and the Business Size Standard is 1,250 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested parties may identify their interest and capability to respond to this requirement no later than 10:00 a.m. Mountain Standard Time, Wednesday, August 21st, 2024. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. Responses to this notice are to be sent to jonathan.saiz@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
