A determination not to compete this action based upon responses received is in the sole discretion of the Government. The U.S. Geological Survey (USGS), Earthquake Science Center (ESC) in Santa Cruz, CA intends to award a purchase order to Unisense A/S for a Micro-profiling System to fulfill the need for precise measurement of oxygen, hydrogen sulfide (H2S), pH, and redox potential in marine sediments throughout a column of sediments without disturbing the depositional layers of the sediment. The Micro-profiling System must have microsensors and microelectrodes with very small diameters of 10 microns or less for the tips and no more than 10mm for the main glass shaft. It must be able to have very low detection limits of less than or equal to 0.3 M for oxygen and hydrogen sulfide (H2S), less than or equal to 0.01 pH unit for pH, and less than or equal to 0.1 mV for redox potential. It must also be able to measure chemical changes on the submillimeter scale in a column of sediment that vary spatially in the x and y planes but especially in the z (depth) plane; precision of the z-axis (depth) down to 10 m, while on the x- and y-axes the sensor position can be manipulated with 100 m precision. Unisense AS is the only vendor known to the USGS that can meet the requirement as described above. The PSC for this requirement is 6650 Optical Instruments, Test Equipment, Components and Accessories. The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing, with an associated size standard of 1,000 employees. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Products and Commercial Services, and FAR Part 13 entitled, Simplified Acquisition Procedures.
