- Notice of Intent: The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Ragged Edge Solutions LLC , 4917 HWY 55 W, KINSTON, NC 28504 Background and Justification: The US Coast Guard Institute intends to provide �provide the Special Operations Emergency Medical Technician (SOEMT) Course. The SOEMT course is an eight-week program designed to provide Maritime Security Response Team West (MSRTW) Advanced Tactical Operators (ATO) without prior medical experience, enhanced medical capabilities beyond the scope of the Tactical Combat Casualty Care (TCCC) guidelines. Services to be performed: The first four weeks will be held in an asynchronous virtual format. The second four weeks will be held in Greenville, North Carolina. The SOEMT course is divided into four sections which include guided online distance learning for the National Registry of Emergency Medical Technicians (NREMT) Basic exam, hands on skills practice and examination, TCCC/operational clinical medicine, and austere emergency care and prolonged casualty care. Attendance to SOEMT will provide certifications in NR-EMT-Basic, American Association, Basic Life Support CPR, ISC-100, ICS-200, ISC-700, ISC-800, Department of Transportation, Traffic Incident Management System, Emergency Medical Services Vehicles Operators Safety, Austere Emergency Care, Prehospital Trauma Life Support (PHTLS). Responses This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in paragraph (2) above. If you believe you can provide the items or services requested,�all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Specialist, Jessica� Adkisson at��Jessica.p.adkisson@uscg.gov�referencing notice number 84-24-Q-34269-113�08/29/2024 8:30am PST and will be used for future purchases. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. �
