(1)�For purchases not exceeding the simplified acquisition threshold. (i)�Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). Contract Award Date: TBD Contract Award Number: TBD � Synopsis: �This is a Sole Source synopsis published for informational purposes only. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Perris Valley Aviation Services, Inc. located at 2091 Goetz Rd Perris, CA 92570 for training services in support of the 412 OSS/OSTP Test Parachutist Program. The contract will be executed by means of other than full and open competition, due to Perris Valley being the only vendor within the 150 miles radius of Edwards AFB that provides an on-site vertical wind tunnel, company owned aircraft and associated FAA inspected aircraft maintenance program. The critical performance requirements are: An owner operated drop zone and aircraft On-site aircraft maintenance facilities and mechanics On-site FAA certified parachute riggers; on-site vertical wind tunnel On-site training/briefing facilities w/ air conditioning, padded flooring for packing of parachutes, and computers and televisions for training/briefing purposes. The aircraft must have a door (Twin Otter, etc.) and ramp (Skyvan, etc.) capable and available/appropriate for supporting day/night parachute operations. The facility must be in the Local (< 150 miles) area, a civilian drop zone surveyed and approved for military static-line and free fall parachute operations. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This acquisition will be used to support the USAF's only Test Parachutist Program's static-line and military free fall parachuting currency and proficiency requirements. Historically, the military airlift provided at Edwards AFB has not been sufficient for the Test Parachute Program to accomplish their minimum required currency and proficiency jumps. The extreme demand placed upon the 419th Flight Test Squadron in support of 412 Test Wing's mission has resulted in a frequent out-prioritization of the Test Parachute Program's jump requirements in favor of other 412 Test Wing objectives. Additionally, weather, maintenance and logistics have played a major role in the inability of the Test Parachute Program to accomplish its mission. The use of a civilian drop zone will allow for advanced parachutist certifications, dedicated airlift, minimal maintenance delays, and far simpler logistics in the execution of parachuting operations. In addition, this is a follow-on for previous sole source contracts awarded to Perris Valley Aviation. The continuity of this award to Perris Valley Aviation Services Inc. will reduce the need for additional effort or resources that would come about with the learning curves of acquiring these products from an alternate source if that were possible. Proceeding with a sole source award to the above vendor continues to be in the best interest of the Government.
