- Proposals due on this solicitation by 11:59 PM EST September 11, 2024. All questions must be received by 11:59 PM EST September 4, 2024. This requirement supports Security and Emergency Services, Fire and Emergency Services efforts for fire service personnel to remain proficient in accordance with actual operational firefighting procedures and certification requirements.Fire and Emergency Services primary mission is to save lives. The most important being the firefighter�s life, therefore firefighters need to practice on how to safety operate and function in hazardous, extremely hot, and smoke-filled environments.� The contractor shall successfully conduct eight (8) hour structural burn session refresher training course. The course needs to provide the student with a hands-on review and practice of hose� deployment operations, direct fire attack application techniques, fire control and extinguishment,� ventilation, and overhaul techniques. All training scenarios must be realistic to an actual fire environment and reinforce safe principles and practices. All training evolutions must be conducted� in a NFPA 1403 compliant training facility using class A combustibles. The facility must be with 20� miles of the Defense Logistics Agency (DLA), New Cumberland Installation. A compressed breathing� air system must be available to resupply air cylinders immediately after training. This course needs to be conducted six (6) times to accommodate all firefighting groups (shifts).� The course needs to be conducted on specific days agreed upon by each party involved and completed� throughout the year. Course staff must include qualified fire instructors to conduct skills training and enhance the� safety of students. Principles of instruction must incorporate risk-based decision making and the� proper methods to limit the occurrence of flashover during interior firefighting operations.� Training course must provide Class A, combustible material for use in the facility. Class size will� include a maximum of 14 employees of DLA Installation Support at Susquehanna. �
