- Questions for this SSN shall be submitted on or before 12:00 PM Central Daylight Time (CDT) on 3 September 2024. Government Response will be provided within 3 business days after receipt of all questions. STATEMENT OF WORK (SOW) Building 2792 Electronic Security System (ESS) United States Army Medical Center of Excellence (MEDCoE) 1.� GENERAL:� This is a non-personal services contract for the extension of the MEDCoE Electronic Security System (ESS) infrastructure to incorporate Building 2792, Joint Base San Antonio � Fort Sam Houston.� The building will contain subordinate organizations as well as tenant organizations.� This consist of electronic proximity access control devices and video surveillance devices.� The government shall not exercise any supervision or control over the contract service providers performing the services herein.� Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1.� Description of Services/Introduction:� The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the procurement and installation of all equipment as defined in this Performance Work Statement (PWS), Section 5 except for those items specified as government furnished property and services.� The Contractor shall perform to the standards in this contract. 1.2.� Background:� The use of a closed circuit television (CCTV) and access control devices with alarms has proven to be a critical component of the information security, physical security, force protection, and crime prevention posture of MEDCoE.� This capability has been implemented in various locations within MEDCoE facilities.� The use of these security measures compliment the command�s physical security and force protection posture.� The information archived and retrieved from these integrated security platforms is used as evidence to support investigations conducted by the command, installation security forces, as well as the local Criminal Investigations Division (CID) office. 1.3.� Objectives:� The MEDCoE requires a certified electronic security system (ESS) vendor that is fully qualified to install and integrate proximity readers (with the applicable request to exit (REX) and electrified hardware) and cameras in Building 2792 as an extension of the existing ESS infrastructure that is deployed throughout the MEDCoE footprint. �The objective is to award a single firm fixed price (FFP) commercial service contract to perform the services as described.� The FFP contract has been determined to be the method to meet this requirement as the organization does not possess the personnel nor the equipment necessary to execute this requirement. 1.4.� Scope:� The primary services that are to be performed is to install proximity card readers with request to exit (REX) devices; and cameras with ancillary hardware in Building 2792.� Services include the seamless integration of these devices into the existing MEDCoE ESS infrastructure located on Joint Base San Antonio (JBSA) - Fort Sam Houston, TX.
