- Description
- The U.S. Department of Energy�s (DOE) National Nuclear Security Administration (NNSA) intends to award a sole source contract under the authority 41 U.S.C 3304(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled �Only one responsible source and no other supplies or services will satisfy agency requirements�, to San Francisco Public Utilities Commission (SFPUC) located at 525 Golden Gate Avenue, San Francisco, CA 94102. The DOE/NNSA�s Livermore Field Office (LFO) located at 7000 East Avenue, Livermore, CA 94550-0808 has a requirement for a reliable potable water supply, which includes Site 300 (Thomas Shaft of Coast Range Tunnel) and for Site 200 (Mocho Shaft of Coast Range Tunnel). The type of water usage shall be potable, firefighting, industrial, and irrigation, and meet the everyday needs for the proper operation of the LFO. All work performed shall be in conformity with all applicable laws, rules, codes, industry standards, permits, and regulations, promulgated by any and all governmental authorities having jurisdiction. The applicable North American Industrial Classification System (NAICS) Code is 221310 - Water Supply and Irrigation Systems with a small business size standard of $35M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTATIONS OR PROPOSAL. However, all responsible sources that believe that they can perform the requirements as described above may submit a capability statement demonstrating in detail the ability to perform the requirements, which shall be considered by the agency.� Responses must be submitted electronically via FedConnect, http://www.fedconnect.net/, no later than 4:00 p.m. Mountain Daylight Time on September 13, 2024. Telephone and e-mail responses, requests for capability briefings, and questions will not be accepted and will not be answered.� No hard copies are required or accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any information received from interested sources will only be considered solely for the purposes of determining whether to conduct a competitive procurement.� Any costs incurred as a result of this submission shall be borne by the company and will not be charged to the Government for reimbursement. Any information received from interested sources after the time and date specified above will not be reviewed. Interested sources should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested source must submit such information, the information must be clearly marked, and the interested source must provide sufficient justification as to why such information is business confidential and/or proprietary. The Government will review the information and safeguard it appropriately.
