- Description
- The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Biomedical Research Alliance on a sole source basis. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement listed below. The purpose of this notice is to inform the public that the NIH intends to issue �purchase order for a period of one year and four (4) option years to Biomedical Research Alliance to provide access to CITI site customized to include single sign-on functionality from NIH training pages, custom access for non-Affiliated Institutional Review Boards (IRB) members, and customized user completion records for download by the NIH institutional administrator into the NIH training database.� CITI is the recognized standard for human subjects� protection and Good Clinical Practice (GCP) courses at US and international research institutions. �CITI courses are readily accepted by IRBs across the US and internationally.� It is required that the vendor be able to: provide up-to-date peer reviewed content that is recognized around the world at other research institutions. This is particularly important to the NIH because CITI is the recognized standard for human subjects� protection and GCP courses at US and international research institutions; customize secure access to CITI to meet the unique needs of the NIH IT security requirements; provide NIH investigators and staff ability to transfer their successfully completed training records to other institutions upon leaving the NIH without incurring any additional costs and for new staff to transfer their qualified CITI training records to the NIH; provide the option for Investigators to purchase continuing medical education (CME) units for a very low cost; provide access for the performance period to additional CITI courses beyond the required courses that include Biomedical 101, Social Behavioral 101 and Good Clinical Practice - US FDA Focused and other optional modules as offered by CITI. This notice is not a request for competitive quotes. However, any party that believes it can fulfill the requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the ability to satisfy the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after�the date of this notice unless the Government determines that another company has the capability to satisfy this requirement. Responses to this notice must have the notice ID #SS-NIH-7044648 in the subject line of the email.
