- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operations Division - West (HCD-W), intends to award a Blank Purchase Agreement supply purchase for Cadaver Materials for use in surgical training at Naval Medical Center San Diego (NMCSD), in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: University of California, San Diego 9500 Gilman Drive, Dept. 0627 La Jolla, California 92093-0626 The North American Industry Classification System (NAICS) code for this requirement is 621991 � Blood and Organ Banks; the business size standard is $40,000,000.00. The Product Service Code (PSC) is 6555 � Human Tissue and Cadavers. The objective of this sole source award is to procure Cadaver Materials for use in surgical training at NMCSD. Fresh cadaveric specimens are stored in the Bioskills Training Center (BTC) walk-in refrigerator and are used in the education of Staff and Resident Physicians through the Directorate for Professional Education, Academic Council for Graduate Medical Education (GME). NMCSD�s BTC walk-in refrigerator is the primary back-up to NMCSD�s morgue walk-in refrigerator. NMCSD requires an alternative storage facility in the event the mortuary requires use of the BTC walk-in refrigerator or the BTC walk-in refrigerator becomes non-operational due to extenuating circumstances such as a breakdown or maintenance. The cadavers are required to be delivered within a one-hour period directly to the refrigerator/freezer and picked up within a one-hour period at the refrigerator/freezer. The one-hour delivery is critical as fresh cadaver specimens shall be maintained at a maximum temperature of 32 degrees Fahrenheit during transport as to not accelerate the rate of decomposition, the spread of bacteria, or the growth of mold/mildew. The vendor shall have a separate walk-in refrigerator (L-97�, W-634�, H-78�) with the capacity needed for the BTC cadaveric specimens (minimum needed space would permit storage of at least 650 cadaveric tissues), while the NMCSD morgue uses the walk-in refrigerator for official command business (most commonly a body of a recently deceased person whose body needs to be stored separately from the BTC cadaveric specimens) or the BTC walk-in is inoperable due to breakdown or maintenance. Services will include the shipping, transportation, delivery of cadavers ready for use and provide pick up and cremation once course is completed. Whole Body Cadavers must be delivered in optimal condition to each of the courses, with a weight no greater than 250-Lbs. Specimens must be no more than 25 kilograms of allotted Body Mass Index (BMI). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform tasks listed in this Statement of Work (SOW). Vendor shall possess an up-to-date Defense Biometric Identification System pass to enter the military base. Period of Performance: 15 October 2024 � 14 October 2029 University of California, San Diego is the only source that can meet the Government�s minimum requirements to provide the requested supply mentioned above at NMCSD. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required cadaver materials for NMCSD. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
