Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole�� source basis, the services of Emerson Automation Solutions for troubleshooting and programing of equipment controls for improvements made to the existing public water treatment system associated with the Durham Meadows Superfund Waterline Project in Middletown (City), Connecticut (CT). The Durham Meadows Waterline Project includes the installation of approximately 30,000 linear feet of water main to transport clean water from Middletown, CT to 120 local homes and businesses in Durham, CT.� The water main is gravity fed from a new water storage tank installed in Middletown, CT, which in turn is filled via connection to the existing Long Hill Pump Station in Middletown, CT. �Improvements made to the pump station utilized controls manufactured by similar suppliers to complement the existing controls. Using programing and troubleshooting services provided by Emerson Automation Solutions is necessary to pair with the new and existing controls manufactured by Emerson. The City requests the manufacturer and service for the new controls be from the same supplier and service that currently supports the City�s installed systems.� This is due to all their water system facilities having existing service and part agreements with representatives for those manufacturers and suppliers.� By consolidating the service and parts, the City would not incur additional expenses for training their limited operational staff to operate and maintain different types of equipment.� � If Emerson equipment is not sole sourced, there is risk that the alternative product will not provide for continuity of service and will require undue expense to the city for training of staff. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with Emerson equipment.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent.� All responses received within 15 days of the posting of this notice of intent will be considered by the Government.� A determination by the Government to require the brand name for Emerson equipment is solely within the discretion of the Government.� Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
