- Description
- The Department of Navy, Naval Information Warfare Center (NIWC) Pacific, intends to issue a Request for Proposal (RFP) No. N66001-24-R-0064 to provide User Experience/User Interface (UX/UI) design and engineering to the development of Command, Controls, Communications, intelligence, Surveillance, and Reconnaissance (C4ISR) systems and products for NIWC PAC 536 division. The scope of this requirement includes application to software and hardware as it relates to human factors and will be applied throughout and any time within a products' s lifecycle. The UX/UI methods cover standards typical of this domain including related process and products. The main task elements across the design and development lifecycle. It also includes the scientific and systematic interactions required with the expected users of the system/product. It is anticipated that the procurement will result in the award of a single award indefinite delivery, indefinite quantity contract (IDIQ) with cost-plus-fixed-fee (CPFF) for services and cost-only (no fee) for Other Direct Costs, pricing arrangements. There will be a five-year ordering period. The North American Industry Classification System (NAICS) Code is 541512, Computer Systems Design Services with a Size Standard of $34 Million. Based on the nature of the tasking, it is anticipated that the vast majority of the duties performed, and work product requested are at the SECRET level but there will be a minority of duties at the TOP SECRET level and spaces up to the Secure Compartmented Information (SCI) level. This requirement will be competed as a total small business set-aside. The totality of this requirement is a new requirement with no incumbent. A small portion of this requirement, specifically the human factors taskings were previously procured under a single award IDIQ contract N66001-17-D-0024, valued at $3,986,192.18 with a three-year period of performance. Under that historical contract 10 task orders were issued, utilizing $3,098,817.36 of the awarded ceiling. NIWC Pacific anticipates the final RFP (N66001-24-R-0064) will be released around mid to late September 2024. The RFP will be released electronically via NAVWAR e-Commerce website. A draft Statement of Work for this procurement is attached.
