Description
PRE-SOLICITATION NOTICE Solicitation No.:� 19GE50-24-R-0152 The Regional Procurement Support Office, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Nuclear Energy Consulting Services for the U.S. Embassy Bucharest, Romania The Regional Procurement Support Office in Frankfurt, Germany, intends to issue an RFP and award a Firm Fixed Price type of contract during the fourth quarter of calendar year 2024. The US Embassy Bucharest seeks to engage a nuclear energy industry consultant in Bucharest, Romania. The Contractor shall provide all labor, services, tools, materials, equipment, transportation, supervision and all requirements necessary to accomplish the efforts described in the Solicitation. The consultant will provide expertise and advisory services to help develop concrete projects in the country and region with Romanian partners and other stakeholders, as deemed necessary, consistent with recent nuclear energy policy announcements, with a focus on Small Modular Reactors (SMRs). Additionally, this expert may support other neighboring countries, such as Bulgaria, Moldova, or others as needed. Consultant should be experienced in developing and implementing energy strategies and policies, with focus on nuclear energy. Consultant must be familiar with national decision-making requirements and have strong relationships with local decision makers and stakeholders to gather market and policy intelligence. Offerors must be authorized to perform services within Romania and the personnel proposed to fill each position must be authorized to work in Bucharest. The contract�s period of performance shall begin upon the issuance of a notice to proceed and last 12 months, with four additional option year periods. The Solicitation is planned to be issued in September 2024 and the solicitation package will be posted on www.sam.gov with solicitation number 19GE5024R0152. Firms shall be knowledgeable in written and spoken English. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Bucharest: a.�� A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration. b.�� Details of your findings and a description of what your organization will be required to undertake to obtain licensing; and c.�� Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Romania.� Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.� Contract award can only be made to a contractor who is registered in the System for Award Management (SAM). Registration in the US System for Award Management (SAM) database is mandatory to be considered for award.
