- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a contract for the production of SkyTower Two (STII) systems to support Marine Air Ground Task Force Unmanned Expeditionary Medium Altitude Long Endurance (MUX MALE) operations, and associated logistics and engineering support to Global Air Logistics and Training Inc. (GALT).� This procurement will include all peculiar support equipment, installation kits and labor, operator and maintainer training data, OEM reach back for installation support, and support systems (IT) required to operate the STII system.� Additionally, integration of all MUX MALE capabilities including the Air Vehicle (AV), Secure Mission Control (SMCE), and Ground Control Stations (GCS) will be procured to ensure the platform is operating as a system of systems. Support to implement spiral capabilities as well as design changes due to Diminishing Manufacturing Sources and Material Shortages (DMSMS) into the production line via Engineering Change Proposals (ECP) will be contracted as well. Pursuant to 10 U.S.C 4022 �Authority of the Department of Defense to carry out certain prototype projects,� the Government awarded a multi-phased prototype Other Transaction (OT) utilizing competitive procedures, via consortium, to select parties for participation. On 30 September 2022, GALT was competitively selected as a project agreement holder to develop the SkyTower II Airborne Network Extension (ANE) Pod. A competitive down-selection to one performer resulted in an award to GALT on 28 September 2023. In accordance with 10 U.S.C. 4022 (f)(1), a prototype project may provide for the award of a follow-on production contract. Industry was notified during the solicitation process of SkyTower II, that a successful completion of a prototype may result in production contracts under provisions of Other Transaction Authority. Furthermore, in accordance with 10 U.S.C. 4022 (f)(2) �A follow-on production contract or transaction provided for in a transaction under paragraph (1) may be awarded to the participants in the transaction without the use of competitive procedures.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� Interested parties, however, may identify their interest and capability by responding to the requirement.� The Government will consider all information received prior to the closing date of this synopsis.� Information received will be considered solely for determining whether to conduct a competitive procurement.� A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.� No phone inquiries will be entertained.� Responses shall be made in writing by e-mail to the attention of Nicholas Gilbert using the contact information provided in this synopsis.� Companies interested in subcontracting opportunities should contact GALT directly.
