Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912D024R0020 is being issued as a Request for Quotation (RFQ) with OPEN MARKET PRICING. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2024-05, Effective May 22, 2024 and the Defense Federal Acquisition Regulations (DFARS) Publication Notice (DPN) dated August 15, 2024. This requirement is a small business set aside under NAICS 332312 with a size standard of 500 employees. Line Item: Portable Ramp The 11th Airborne Division has a requirement for Equipment Purchase for the JPMRC a portable ramp with the following minimum specifications:�The ability to support up to70,000 pounds and have a width of at least 10 feet; ramps must have a total length of 35 feet (excluding the 20-inch lip plate) and 18-inch guard rails; each ramp needs to beequipped with two support speed-adjustable legs and feature a hand crank. Basis for Award: The Government intends to award a contract or purchase order to the responsible offeror whose quote conforms to the solicitation and considered to be the most advantageous to the Government In Accordance With (IAW) FAR Part 12, Acquisition of Commercial Items, Evaluation will be In Accordance With (IAW) FAR 13.106 and is based on Best Value to the Government in terms of (i) Technical capability of the item offered to meet the Government requirement; (ii) Price; (iii) Past Performance History. Technical shall be weighted higher than price. Offeror whose item(s) conform to the requirements listed in the solicitation, who is registered with Wide Area Workflow (WAWF) and System for Award Management (SAM); however, the Government reserves the right to award no contract at all, depending on the quality of quotes submitted and availability of funds. The Government may conduct interchanges with some, none or all quoters at its discretion. In Accordance With (IAW) FAR Part 13 � Simplified Acquisition Procedures, this acquisition will be conducted using a Lowest Price Technically Acceptable Evaluation. An offer will be considered Technically Unacceptable if technical acceptability is not met. Factor 1 � Technical: Certification will be evaluated based on the technical merit of the specifications required for the ramps The ability to support up to 70,00 pounds and have a width of at least 10 feet; ramps must have a total length of 35 feet (excluding the 20-inch lip plate) and 18-inch guard rails; each ramp needs to be equipped with two (2) support speed-adjustable legs and feature a hand crank. Factor 2 � Price: The Government will evaluate the total price to determine if it is fair and reasonable. The price quote shall include a unit price for each item and a total firm-fixed-price for all line items. The total firm-fixed-price shall include all applicable taxes, pick-up and delivery (if applicable) prices to the address listed above. (1)� Price is not formally scored but is the primary evaluation factor for determining award. The government expects competitive offers to be submitted for this procurement and will use these competitive offers to determine price reasonableness. If competitive offers are not received, the Government reserves the right to utilize other methods identified in the FAR to determine price reasonableness. Completeness. Each offeror is required to provide complete pricing for each contract line identified. (2) �Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. Completeness/Accuracy. The offeror is following the Price Volume instructions in the solicitation. (3) This notice does not obligate the Government to award the contract; it does not restrict the government�s ultimate approach; nor does it obligate the Government to pay for any quote or proposal costs of preparation. Only Firm Fixed Price offers will be evaluated. Along with your quote, please provide the country of origin for the product quoted, the Company Name with CAGE Code, TIN, UEI, Company POC with contact information (email and telephone number), and prompt discounts terms (i.e. Net 30). Notice: Any offer rated �Unacceptable� under any one of the above factors may be determined to be ineligible for contract award. SAM.gov is a mandatory requirement for all DoD Government contracts.
