- �The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm fixed price contract to EMD Millipore Corporation. �This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). The North American Industry Classification System code for this procurement is 333310 - Commercial and Service Industry Machinery Manufacturing. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. �This notice of intent is not a request for competitive proposals; however, all responses received within five (5) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to the contract specialist Ruben Reyes at qmz3@cdc.gov by 12:00PM, September 03, 2024. �The Millipore Sigma MilliQ IX 7005 Pure & Ultrapure Water Purification System is a high-quality Type 2 water purification unit for all lab applications. Type 2 water purification is required by Section 16.2 (CDC Lab Water quality assurance policy) of the Quality Manual for Microbiological Laboratories (QMML). This water is required for use in reagents and buffers used in the arboviral analytical biochemistry assay (ELISA) for human diagnostics and also for the highly-sensitive Microsphere immune assay (MIA) for detection of specific human arboviral antibodies. The MilliQ system meets the QMML and LQRCO compliance requirements for detailed water standards (per the Policy/Table 1 - Minimum Standards for Clinical Laboratory Reagent Water (CLRW) is > 10 M W?cm and < 14 M W?cm). The MilliQ system meets all of our requirements. These requirements include LED-based, mercury-free UV lamps for necessary and required sterilization; a distribution flow rate of 2 liters per minute (L/m); and a 25L tank that supplies 65 liters in 8 hours. The device must fit in the limited lab space available without costly facility structural reconfigurations. The dimensions of the MilliQ system are 49.8 cm X 31.5 cm X 38 cm, which fits our space. The MilliQ also meets the electrical requirements in the lab (120V and 60hz). We require a system that records and tracks water resistance as required under new CDC-wide lab quality regulations. The MilliQ allows us to print and maintain full water quality records in addition to weekly quality sampling reports. Another requirement met by the MilliQ is for Systems Consumables Traceability via RFID tag technology for QMML. All water and system data must be stored in system memory to monitor data quality, reliability, and traceability in order to print reports for QMML. This system allows us to record and track water resistance as required under new CDC-wide lab quality regulations. The MilliQ system dispenses pure water in two modes, manual variable flow and volumetric dispensing, as required. Both Combined Reverse Osmosis and EDI (electrodeionization) technology for Type 2 water production are required and met by this system. It provides intelligent pure water storage for protection against contamination, sustainable purification technologies, and accurate measurements using an online monitor. It is a Greener Alternative Product designed to use less plastic and electricity. Millipore Sigma offers full support through online monitoring and service capability. The MilliQ product will also offer cost savings as it will eliminate the need to purchase bottled Type 2 water. �This product will be a cost savings replacement for the alternative of using purchased bottled Type 2 water for use in reagents and buffers used in the arboviral analytical biochemistry assay, Enzyme-linked Immunosorbent Assay (ELISA). It is required and necessary for pure Type 2 water to be used in the ELISA for human diagnostics in the Arboviral Diseases Branch, and no other water is suitable for the requirements. It is also needed for the highly sensitive Microsphere Immune Assay (MIA) for the detection of specific human arboviral antibodies. Other units investigated would not fit in the space available. This unit also meets the specific electrical requirements (120V and 60 hz) based on the outlets available in the space and maximum benchtop capacity. Other units did not offer the 2 Liter/minute flow level required or had different electrical requirements that would not work with our outlets. This unit also allows for Systems Consumables Traceability via Radio Frequency Identification (RFID) tag technology for Quality Manual for Microbiological Laboratories (QMML). It stores the water and system data in system memory in order to monitor data quality, reliability, and traceability to print reports for QMML. This unit meets the QMML compliance requirements for detailed water standards (per QMML Section 16.2 that references the CDC Lab Water quality assurance policy).
