Description
1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 2. This solicitation number RFQ# 12FPC424Q0202 is issued as a request for quote (RFQ), and the acquisition procedures at FAR Part 13 are being utilized. The Government anticipates that this solicitation will result in a single award, Firm-Fixed-Price (FFP), purchase order. The Government intends to make an award based to the Quoter who provides a quote which is the Lowest Price Technically Acceptable quote.� To be considered Technically Acceptable, a contractor must meet the minimum technical requirements provided in the information detailed in 52.212-2 Volume 1. 3. This solicitation document and incorporated provisions and clauses are those in effectthrough Federal Acquisition Circular 2024-05 effective May 22, 2024, which can be found at https://www.acquisition.gov/browse/index/far 4. This is a 100% set aside for Small Business, the applicable NAICS code is 541611 Administrative Management and General Management Consulting Services, which has a size standard of $24.5 mil. For more information on size standards visit http://www.sba.gov/size 5.� Contract Line-Item Numbers CLIN.� Description 0001 Firm-fixed price for all management, supervision, full burden labor costs to perform successful all the requirements of the Performance Work Statement (PWS) for Resources Conservation Service (NRCS) requires outreach and education services throughout the state of South Carolina that target historically underserved farmers. 0002 Firm-fixed price for all supplies, materials, equipment, facilitation, venue, guest speakers' fees, Audio Visual Equipment, High-Tunnel Purchase and Installation, training preparations, meals and promotion to execute 6 two-day outreach educational workshops in South Carolina and 1 Historically Underserved Farmers and Landowners Conference in South Carolina per deliverables 3.2, Item Number 2 and Item Number 4 within the Performance Work Statement (PWS). 0003 Travel per PWS Section 2.3 - Time and Materials with a $37,416.00 ceiling not exceeding $37,416.00.� All Travel related expenses will be paid in accordance with FAR 31.205-46 and the Federal Travel Regulation.� Documentation of travel related expenses shall be submitted with the firms invoices and billed against CLIN 0003 only. Time and Materials - Not to Exceed $37,416.00 Total Price 6. Description of Requirement.� The Natural Resources Conservation Service (NRCS) requires outreach and education services throughout the state of South Carolina that target historically underserved farmers. The outreach efforts would focus on increasing awareness of NRCS programs and services through a series of conferences and educational workshops. Plan and produce Historically Underserved (HU) farmers and landowners conference in South Carolina for at least 100 producers from South Carolina and others from surrounding states. Conduct six two-day outreach education workshops in South Carolina. The outreach events will consist of classroom exchange of information on the first day, and the second day will be a technical assistance exercise on how to construct a high tunnel. There are 2 Attachments to the RFQ: Attachment 1 � Performance Work Statement Attachment 2 � Department of Labor Wage Determination. 7. Period of Performance. The period of performance is from 09/30/2024 to 09/30/2026. 8. Questions must include the RFQ# 12FPC424Q0202 in the Subject Line: and MUST be submitted via E-mail to stuart.stovall@usda.gov no later than 5:00PM ET on Tuesday, September 10, 2024. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective quoters. 9. Quotes in response to the RFQ must include the RFQ# 12FPC424Q0202 in the Subject Line: and MUST be submitted via E-mail to stuart.stovall@usda.gov no later than 5:00PM ET on Tuesday, September 17, 2024.� Late quotes will not be accepted. Quotes are to be inclusive of all costs to perform the work required as outlined in the PWS and all Attachments.
