- THIS IS A HARD TO FILL CONTRACT REQUIREMENT. OFFERORS SHOULD BE FAMILIAR WITH THE AVAILABILITY OF LOCAL LABOR. This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 dated 05/22/2024. This solicitation is set-aside for SBA Veteran Small Business Certification (VetCert) certified and registered Service-Disabled Veteran Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 561320 Temporary Help Services, with a small business size standard of $34.0 Million. The FSC/PSC is Q523, Medical Surgery. The Department of Veterans Affairs, Minneapolis MN VA Hospital, One Veterans Drive, Minneapolis MN 55417, is seeking to purchase On-Site Surgical Technician/Scrub Technician Services. The anticipated period of performance is 12/1/2024 to 11/30/2025 and includes four (4) option periods. See attached Standard Form 1449, Solicitation Document for Commercial Services. Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Products and Commercial Services. If paragraph (j) of the provision is applicable, a written submission is required. At the time of submission of offer, offerors shall have an active System for Award Management (SAM) registration and SBA Veteran Small Business Certification (VetCert) as a certified and registered Service-Disabled Veteran Owned Small Business (SDVOSB). Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. See attached Standard Form 1449, Solicitation Document for Commercial Services. The Department of Labor, Service Contract Labor Standards applies to services provided under the contract which specifies the minimum wages and fringe benefits for workers performing on or in connection with the contract. Offer Due Date: Quotes are due to the Contracting Office by September 19, 2024, at 11:00 AM CST. Quotes shall be emailed to morgan.galer@va.gov prior to the solicitation closing date and time. Include the Solicitation Number 36C26325Q0004 in the Subject Line of the email. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Office before the solicitation closing date and time.
