- Description
- The contractor shall furnish and install labor and materials to construct a concrete pad IAW UFC 3-250-04 and the included designs outside of building 06B60- 12000 located at 5140 Dakota Avenue Fresno, CA. The work will include constructing a 5,460 sq ft pad 3000 psi 5� Portland Cement Concrete over 5� of �� aggregate base for butler building. Prep the soil to accept concrete and sub-base. Ensure concrete apron has a minimum of �� per foot slope. Slope concrete away from the building. All new work will ensure the existing level of safety within the facility is maintained or improved. The contractor is responsible for filling out the real property documents, forms 1354. Site Visit Info: 0900 Local, 29 Aug 5168 E Dakota Avenue Fresno CA 93727 Q&A (1) �Please clarify the method of submission for the quote. (a) �Please send your quote to Jackson.c.woods.civ@army.mil; paul.n.ochs.mil@army.mil; and ng.ngca.caarng.uspfo-construction@army.mil . Please do NOT mail your quotes.� (2) �Please clarify what documents are to be included in the response to the solicitation in addition to the SF 1442.� (a) �Contractors are required to send filled out SF 1442 and acknowledgement of amendments. However, it would speed up the award process if quoters submitted a price breakout and confirmed that their reps and certs on SAM.gov are current/accurate. If reps & certs on SAM.gov are not accurate/current, please submit reps & certs with your quote. (3) �Wil there be a water supply on site, or will we need to bring in our own water from an external source? (a) � No water supply provided on site. (4) �Is there preference given to Veteran Owned Small Businesses or Service-Disabled Small Businesses? (a) �At this time there is no preference given to VOSBs/SDVOSBs. (5) �Para 5.3 states �Vehicles will not be returned without a ground guide.� Once all trucks, including semi-trucks and concrete trucks, pass the gate threshold, will they be required to be ground guided in and out? (a) �No ground guide required. Be mindful of parked equipment and will be marked off by engineering tape/partitions. (6) �Para. 6.1 states �The PM/CM will designate an area that the contractor may use as a storage area. The contractor shall contact the CM/PM for information regarding parking areas to be used for contractor�s equipment and by contractor personnel. In addition, any restrictions will be placed on contractor personnel while on the job site.� Could you indicate the area designated for laydown yard? (a) �Please see attached entry & laydown yard diagram. (7) �Para. 3.1 B states �Remove unsuitable material not marked for salvage, including rotted wood, corroded metals, and deteriorated masonry and concrete. Replace materials as specified for finished work.� Is the government planning to salvage the rubber mats, and when the contractor cuts the subgrade, will the 1106th express interest in retaining the material for other potential uses? Alternatively, should the contractor proceed with disposing of all materials?� (a) �Mats & hardware will be removed by 1106th AVCRAD Soldiers. The 1106th does not want to retain the material from the subgrade. Contractor will dispose of all materials. (8) �Waste disposal � para. 1.3.1 states �Arrange for and dispose of surplus materials, waste products, and debris off-site� Prior to making disposal on private property, obtain written permission from Facility Representative of such property. Will we need to establish a clean-out station for the concrete trucks in our laydown yard, or will there be a designated area for the trucks to clean out?� (a) �Clean out station can be set up in laydown yard. Prior to completion of the project, Contractor shall ensure laydown yard is returned to an acceptable condition. (9) �Para. 3.6 B states �water or other dust control measures to common areas that will be used by all Bid Package Contractors. Coordinate dust control Work performed under this contract with the dust control work of other Bid Package Contractors. Will a water source be provided by the owner, or will the contractor need to source water from the city using a water truck? (a) �The 1106th AVCRAD will not provide the water source. (10) �Will the contractor have access to the shop where the roll-up doors and the walk-up door are located in order to ensure the concrete is finished properly? (a) �Access will be available. (11) �Will the gate of Dakota Avenue be the service gate for the contractor and material suppliers? If so, will clear access to project site be provided? (a) �All supplies, vehicles, will check in/out at gate guard booth. (see map for truck entrance route to work site). (12) �Will existing doors be able to be open once concrete is poured to assist in finishing the material? (a) �Yes, roll up doors will be open as needed.� (13) �Will access to water and electricity be provided? (a) �No access to water, electricity is available. (14) �What are the hours of operation at this location for the contractor? (a) �0730-1600 Monday thru Friday. We are not open on Federal Holidays or weekends. (15) �What is the security process for contractor employees? (a) �All contractor employees will check in at the gate guard booth at the beginning of the day to obtain a visitor badge (must be worn on shirt & visible). Some form of ID will be given to the gate guard Soldier to hold while the Contractor is on base. When the contractor employees leave for the day, they will turn in visitors badge to gate guard and get their ID back. (16) �Will the mats at the location be removed or is contractor required to remove and store on-site? (a) �Mats & Hardware will be removed by Government.� (17) �Will utilities be marked or located or is that the contractor�s responsibility? (a) �This is the contractor�s responsibility. See 2 of the Scope of Work on page one of the drawings. (18) �Other than the PSI requirement, is there a specific concrete mix design for this project? (a) �Strength mix, 4500 psi, shown on sheet A1 - top left. (19) �Are than any stand-down periods on the site during work hours? (a) �There are no scheduled stand down periods as of 4 September 2024.� (20) �Will the flight line be active during the duration of the project? (a) �The base has an active flightline with helicopters running up, taxing, hovering and flying. All contractor equipment needs to be secured to prevent blowing away or rolling away from helicopter rotor wash. It is recommended that all workers have hearing protection (foam ear plugs will work) on them and use when necessary due to the loud turbine engine noise from the FEDS (engine test stand) or helicopters on the flight line. �
