NOTICE OF INTENT TO SOLE SOURCE Open-Source Cross-Platform C++ Conversion of Universal Latent Workstation�s Latent Quality Metric Announcement Type: Special Notice Notice ID Number: NIST-NOI-24-7701734 Subject: Open-Source Cross-Platform C++ Conversion of Universal Latent Workstation�s Latent Quality Metric � Purpose The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Noblis Inc. under the authority of 41 US 3304(a)(1) for open source cross-platform C++ conversion of Universal Latent Workstation�s latent quality metric. A FAR 13 acquisition is planned. The purchase order will have a one-year period of performance. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by September 13, 2024 5:00 p.m. ET will be considered by the Government. � Background Information and Basis for Sole Source The National Institute of Standards and Technology (NIST), Information Technology Laboratory (ITL), Information Access Division (IAD), Image Group has a need for contractual support for the conversion of the source code of the Latent Quality Metric (LQMetric) algorithms from Universal Latent Workstation version 6.6.7 (ULW) into royalty-free, open source, cross-platform International Organization for Standardization/International Electrotechnical Commission (ISO/IEC) 14882:2011 or later (C++) code. The original source code to be converted is copyrighted by Noblis, Inc. As the source code to be converted is copyrighted by this contractor, Noblis, Inc. is the only source capable of fulfilling the Government�s requirements. � Information for Interested Parties The North American Classification System (NAICS) code for this acquisition is 541511 � Custom Computer Programming Services. The small business size standard is $34 million. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Lauren Roller � lauren.roller@nist.gov.� All responses to this notice of intent must be submitted so that they are received by the aforementioned party no later than the aforementioned due date.
